Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission PL 100 Rev 3 PL 201 Rev 3 PL 300 Rev 3 PL 301 Rev 3 PL 303 PL600 P23072 BNG Report Transport Statement - September 2025 Arboricultural Imapct Assessment May 2025 Phase 1 Ecological Appraisal - June 2026 Reason: To ensure compliance with the approved scheme
Development may not be begun unless: (a) a biodiversity gain plan has been submitted to the planning authority; and (b) The planning authority has approved the plan. Reason: As imposed by section 13, Part 2, Schedule 7A of the Town and Country Planning Act 1990 (as amended).
Prior to the commencement of the development hereby permitted, an Arboricultural Method Statement to include a Tree Protection Plan shall be submitted to and approved in writing by the Local Planning Authority, and all works shall conform to the approved details. Reason: To ensure that the development results in an acceptable impact upon existing trees in accordance with Policies SWDPR 07, SWDPR 28 and SWDPR 29 of the South Worcestershire Development Plan Review.
The development hereby approved shall fully conform with the details set out within the Arboricultural Impact Assessment by Eden Arboriculture, dated 4th June 2025. Reason: To ensure that the development results in an acceptable impact upon existing trees in accordance with Policies SWDPR 07, SWDPR 28 and SWDPR 29 of the South Worcestershire Development Plan Review.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no development within Schedule 2, Part 7 shall be carried out on the site without the prior written approval of the Local Planning Authority. Reason: In the interests of preventing overdevelopment and ensuring that sufficient on-site parking remains available in accordance with Policies SWDPR 06 and SWDPR 28 of the South Worcestershire Development Plan Review.
The premises shall be used only for purposes falling within Use Class F1(f) of the Town and Country Planning (Use Classes) Order 1987 (as amended) and for no other purposes, unless otherwise approved in writing by the Local Planning Authority. Reason: To ensure that the use of the site remains compatible with the surrounding area in the interests of safeguarding amenity and ensuring highway safety in accordance with Policies SWDPR 06, SWDPR 28 and SWDPR 35 of the South Worcestershire Development Plan Review.
The development hereby approved shall not be brought into use until the access, parking and turning layout to include the disabled space and pedestrian access, shown on drawing no: 211127-01 have been provided. The provision shall be retained for the purpose of parking only at all times, for the lifetime of the development, unless otherwise approved in writing by the Local Planning Authority. Reason: To ensure adequate provision and in the interests of highway safety in accordance with Policies SWDPR 06 and SWDPR 28 of the South Worcestershire Development Plan Review.
Prior to the first use of the development hereby approved, a car park management plan (CPMP) shall be submitted to and approved in writing by the Local Planning Authority. The approved CPMP shall thereafter be implemented, monitored and reviewed for the lifetime of the development. Reason: To ensure adequate provision and in the interests of highway safety in accordance with Policies SWDPR 06 and SWDPR 28 of the South Worcestershire Development Plan Review.
The development hereby permitted shall not be brought into use until a full Travel Plan has been submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall include but not be limited to: • the identification of targets for vehicle trip reduction and modal shift from single occupancy car use to walking, cycling and public transport; • the measures to be implemented to meet these targets including an accessibility strategy to specifically address the needs of employees with limited mobility requirements; • the timetable/ phasing of the implementation of the Travel Plan and its operation thereafter for a minimum period of five years, including the responsible body for each action; • the mechanisms for monitoring and review; • the mechanisms for reporting; • the remedial measures to be applied in the event that targets are not met; • mechanisms to secure variations to the Travel Plan following monitoring and reviews; and • appointment and contact details of a travel plan coordinator. Thereafter the Travel Plan shall be implemented, monitored and reviewed in line with the approved details for a minimum period of five years following occupation. Reason: To reduce single occupancy car travel and provide a genuine alternative for employees to travel by active and sustainable modes of transport in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review.
The development hereby approved shall not be brought into use until sheltered, secure and accessible cycle parking has been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter, the provision shall be kept available for the parking of bicycles only. Reason: To comply with the Council’s parking standards in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review and the Streetscape Design Guide.
The development hereby approved shall not commence until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:- • Duration of works; • Size, type and frequency of deliveries; • The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring; • Details of site operative parking, material storage areas and the location of site operatives facilities as required; • Measures to ensure that mud or other detritus is not deposited on the public highway; • Measures to demonstrate that those immediately affected by the construction works will be kept informed and due consideration and courtesy will be shown to the local community. The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety in accordance with Policy SWDPR 06 of the South Worcestershire Development Plan Review
No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and: 1) The programme and methodology of site investigation and recording. 2) The programme for post investigation assessment. 3) Provision to be made for analysis of the site investigation and recording. 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation. 5) Provision to be made for archive deposition of the analysis and records of the site investigation. 6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. (B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured. Reason: In accordance with the requirements of the National Planning Policy Framework and Policies SWDPR 09 and SWDPR 33 of the South Worcestershire Development Plan Review.
Prior to the commencement of any development above slab level, a detailed landscaping scheme shall have been submitted to and approved in writing by the Local Planning Authority. The scheme shall include: i. A scaled landscape plan identifying the proposed soft and hard landscaping areas ii. A planting schedule specifying the number, size, species and planting mix of all trees, shrubs and groundcover to be planted. iii. Details of planting densities, locations and means of protection iv. A timetable for implementation of planting v. A maintenance and management plan for a minimum of five years following completion, including arrangements for replacement of any plants that die, are removed or become seriously damaged or diseased. The approved landscaping scheme shall be implemented in accordance with the agreed timetable and maintained thereafter in accordance with the approved management plan. Reason: To ensure a high-quality landscape scheme that enhances visual amenity, supports biodiversity and contributes to the character of the development in accordance with Policies SWDPR 05, SWDPR 07, SWDPR 28 and SWDPR 29 of the South Worcestershire Development Plan Review and the requirements of the National Planning Policy Framework.
Prior to the commencement of any development above slab level, a Biodiversity Enhancement Strategy shall be submitted to and approved in writing by the Local Planning Authority. The Strategy shall include details of the following biodiversity enhancement measures: • Specification and installation location of two bat roost features, preferably integrated roost bricks; • Specification and installation location of two bird nesting features, preferably integrated nest bricks; • Native species-rich hedgerow planting aligned with the proposals in Plan PM-0301; • A 2 metre wide unmown or annually mown wildflower-rich grass margin; and • Specification and installation location of a hedgehog refuge. The measures shall be implemented and maintained in accordance with the details submitted to and approved in writing by the Local Planning Authority. Reason: To secure biodiversity enhancements and strengthen green infrastructure in accordance with Policies SWDPR 07 and SWDPR 29 of the South Worcestershire Development Plan Review 2021-2041 and paragraph 193(d) of the National Planning Policy Framework.
All retained trees, hedgerows and shrubs shall be protected throughout the construction period in accordance with BS 5837:2012. The approved protection measures shall be installed before development commences and retained until completion of the development. Reason: To safeguard retained habitats and green infrastructure assets during construction in accordance with Policies SWDPR 07 and SWDPR 29 of the South Worcestershire Development Plan Review and paragraphs 187 and 193(a) of the National Planning Policy Framework.
