| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission:

| Prior to the commencement of the use hereby approved, an Operational Management Plan (OMP) shall be submitted to and approved in writing by the Local Planning Authority. The OMP must include, but not be limited to:
a) Management of the café and details of supervision of all external areas;
b) Details of litter collection patrols;
c) Strategy for liaising with local residents, inclusive of details in relation to how any special events will be publicised and managed;
d) Details of CCTV and crime prevention measures;
e) Contact details of the property manager for complaint purposes and review mechanism of the complaints handling procedure;
f) Monitoring strategy for the complaints log so that prompt action can be taken if any complaint is received from an external party such as residents living on the surrounding roads.
Thereafter, the OMP shall be implemented in accordance with the approved details.
Reason: In the interests of highway safety and to protect neighbouring amenity, in accordance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan (2016), and requirements of the National Planning Policy Framework (2024).

| Prior to the commencement of the use hereby approved a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:
a) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
b) a written specification outlining cultivation and other operations associated with plant and grass establishment.
c) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner, and thereafter retained and /or replaced.
If within a period of five years from the date of the planting, or replacement planting, any tree or plant is removed, uprooted or destroyed or dies, another tree or plant of the same species and size as that originally planted shall be planted at the same place as soon as is reasonably practicable.
Reason: To ensure the proposed development would provide high quality landscaping, integrate into its surroundings and provide an appropriate external amenity area for future occupants of the approved development, in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the requirements of the of National Planning Policy Framework (2024).

| Prior to the first use of the building for the use hereby approved a bat roosting feature and/or a bird nesting box shall be provided in accordance with details that have first been submitted to and approved in writing by the Local Planning Authority. The feature(s) shall be provided in accordance with the approved details and retained thereafter.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
| Prior to works being carried out in respect of each of the following a specification, samples and/or trade descriptions and/or drawings of
the proposed works, detailing their siting, materials, finishes and a schedule of how it will be undertaken/operated shall be submitted
to and approved in writing by the local planning authority. The work shall be carried out in accordance with the approved details.
a) Any external lighting (level of illumination and hours of operation)
b) Alterations to external doors
c) Areas of new hard surfacing
Reason: To conserve the significance of heritage assets, ensure that the development is in keeping with the surroundings, to conserve
energy, not adversely impact protected species and incorporate measures for crime reduction in accordance with policies SWDP 6,
SWDP21, SWDP22 and SWDP24 of the South Worcestershire Development Plan (2016) and the requirements of the National Planning Policy Framework (2024). |
| The ground floor cafe shall only be open to customers between the hours of:
Monday –Fridays – 7am until 6pm (or until 9pm between 1 June and 31 August)
Saturdays, Sundays and Bank Holidays – 7am until 6pm, (or until 9pm between 1 June and 31 August)
On no more than 6 days in any one calendar year the premises may remain open for customers until 10pm.
Reason: To ensure the proposal does not materially impact the residential amenity of the area, to accord with policies SWDP21 and 31 of the South Worcestershire Development Plan (2016) and the requirements of the National Planning Policy Framework.

| The existing car parking area to the east of the building shall be made available for customer parking before the first use of the premises for the use hereby granted and retained, unless in accordance with an alternative scheme for a reconfigured layout to facilitate both onsite parking and landscaping (in accordance with conditions 4 and 6c), which has first been submitted to and approved in writing by the Local Planning Authority
Reason: For the avoidance of doubt and to ensure a satisfactory form of development in accordance with policies SWDP 4 and 21 of the South Worcestershire Development Plan (2016) and the requirements of the National Planning Policy Framework (2024). |
| Unless in accordance with alternative details that have first been submitted to and approved in writing by the Local Planning Authority, the location of the recycling and waste storage shall be as existing and shall be provided prior to the commencement of the use hereby approved and shall be retained at all times.
Reason: To provide a satisfactory appearance to the site in accordance with Policy SWDP 21 of the South Worcestershire Development Plan (2016) and the requirements of the National Planning Policy Framework (2024).

| Prior to the provision of any temporary outdoor covered areas details of their siting, size, design, materials and means of fixture to the ground and/or building shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details. The approved temporary covered areas shall be dismantled in their entirety and removed from the site by 13 February 2027.
Reason: To conserve the significance of heritage assets and ensure that the development is in keeping with the surroundings, in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan (2016) and the requirements of the National Planning Policy Framework (2024) |
| No amplified music of any kind shall be played externally at any time.
Reason: To protect the amenity of neighbour residnetial properties in accordance with Policy SWDP21 of the South Worcestershire Development Plan |
