| Development may not be begun unless:
(a) a biodiversity gain plan has been submitted to the planning authority; and
(b) The planning authority has approved the plan.

| No superstructure works shall take place until samples and full particulars of all external facing materials to be used in the construction of the development have been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.

| Prior to the commencement of the development, a Nuisance Management Plan detailing the proposed measures to monitor and mitigate emissions of noise, vibration (piling) and dust during the construction phase shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.
Reason: To safeguard neighbouring amenity during the construction phase. |
| No demolition, construction or engineering works shall take place on any Sunday, Bank Holiday or Public Holiday, and such works shall only take place between the hours of 08.00 to 18.00 weekdays and 08.00 to 14.00 Saturdays. No plant, machinery or equipment associated with such works shall be started up or operational on the development site outside of these permitted hours.
Reason: To mitigate the impact of construction to neighbouring residents in accordance with Policy SWDPR 35 of the South Worcestershire Development Plan Review (2026) and the aims and objectives of the National Planning Policy Framework. |
| The Development hereby approved shall not be occupied until the access and parking for both dwellings as shown on Drawing No. 1293 C01 have been provided. Thereafter the provision shall be retained for the purposes of access and parking only at all times.
Reason: To ensure conformity with submitted details. |
| The Development hereby approved shall not be occupied until the first 5 metres of both points of access into the development, measured from the edge of the carriageway, has been surfaced in a bound material as shown on Drawing No. 1293 C01.
Reason: In the interests of highway safety. |
| The development hereby permitted shall not be occupied until the cycle parking shown on the submitted plan Drawing No. 1293 C01 has been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter the provision shall be retained for the purposes of cycle parking only at all times.
Reason: To comply with the Council’s parking standards and to promote active travel modes. |
| The development hereby approved shall not commence until a Construction Environmental Management Plan to cover all phases of development, has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway;
• Details of site operative parking areas, material storage areas and the location of site operatives’ facilities as required;
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring, to include the use of banksmen, as required;
• Measures to demonstrate that those immediately affected by the construction works will be kept informed and due consideration and courtesy will be shown to the local community.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety. |
| Prior to the commencement of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority.
The landscaping scheme shall include:
a) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants and trees.
b) a written specification outlining cultivation and other operations associated with plant and grass establishment.
c) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation of the development, whichever is the sooner, and thereafter retained and /or replaced.
Reason: To ensure the proposed development would provide high quality landscaping, integrate into its surroundings and provide an appropriate external amenity area for future occupants of the approved development, in accordance with policies SWDPR 28 and SWDPR 34 of the South Worcestershire Development Plan Review (2026) and the requirements of the of National Planning Policy Framework. |
| Any trees or plants shown on the approved landscaping scheme to be planted or retained that die, are removed, are damaged or become diseased, or grassed areas that become eroded or damaged, within 5 years of the completion of the approved landscaping scheme, shall be replaced by the end of the next planting season. Replacement trees and plants shall be of the same size and species as those lost, unless the Local Planning Authority approves alternatives in writing.
Reason: To enhance the site for biodiversity in accordance with paragraphs 187, 192 and 193 of the revised National Planning Policy Framework, Policy SWDPR 29 of the South Worcestershire Development Plan Review (2026) and in order for the Council to comply with Section 40 of the Natural Environment and Rural Communities Act 2006. |
| The development hereby approved shall not be occupied until details of the design, implementation, maintenance and management of sustainable urban drainage/surface water drainage works have been submitted to and approved in writing by the Local Planning Authority. The submitted details shall:
• provide information about the design storm period and intensity, the method employed to delay and control the surface water discharged from the site and the measures taken to prevent pollution of the receiving groundwater and/or surface waters;
• include a timetable for its implementation; and
• provide a management and maintenance plan for the lifetime of the development which shall include the arrangements for adoption by any public authority or statutory undertaker and any other arrangements to secure the operation of the scheme throughout its lifetime.
The development shall be carried out, and the drainage maintained/managed, in accordance with the approved details.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDPR 38 and SWDPR 39 of the South Worcestershire Development Plan Review (2026). |
| Prior to occupation of the development hereby permitted, a satisfactory Secured by Design inspection must take place, and the resulting Secured by Design certificate shall be submitted to and approved by the local planning authority in writing.
Reason: To ensure that the development maintains and enhances community safety SWDPR 28 of the South Worcestershire Development Plan Review (2026). |
| Prior to the above ground works being commenced, details to incorporate within the development hereby approved energy generation from renewable or low carbon sources equivalent to at least 20% of predicted energy requirements shall be submitted to and agreed in writing by the Local Planning Authority. The approved details shall be implemented and operational prior to the first occupation of the development.
Reason: To ensure the development meets the requirements of Policy SWDPR 37 of the South Worcestershire Development Plan Review (2026) and associated guidance in the Renewable and Low Carbon Supplementary Planning Document and the aims and objectives of the National Planning Policy Framework to mitigate the impact of climate change. |
| Before the erection of any external walls, details of the provision of bat roosting features (e.g. bat tiles/bricks on south or south-west facing elevations) and nesting opportunities for birds (e.g. house sparrow terraces, swift bricks or house martin nest cups on the north or east-facing elevations), integrated within the structure, shall be submitted to the local planning authority for approval. The details shall include a drawing showing the types of features, their locations within the site, including elevations and heights and a timetable for their provision. The approved details shall be implemented prior to first use of the development hereby approved, and thereafter permanently retained.
Reason: To provide additional opportunities for roosting bats and nesting birds as biodiversity enhancements in accordance with paragraphs 187, 192 and 193 of the revised National Planning Policy Framework, Policy SWDPR 29 of the South Worcestershire Development Plan Review (2026) and Section 40 of the Natural Environment and Rural Communities Act 2006. |
| The Biodiversity Gain Plan shall be prepared in accordance with the recommendations in section 5 of the consultancy report (Biodiversity Net Gain Assessment. Prepared by Ecology by Design Ltd, dated April 2025). The development shall not commence until proof of purchase of the appropriate number and type of units has been submitted to, and approved in writing by, the local planning authority.
Reason: To ensure the development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990.

| No development shall commence until a Public Path Diversion Order, stopping up order or other appropriate order has been made and confirmed under Section 257 of the Town and Country Planning Act 1990, or other relevant statutory provision, in respect of the public right of way to the front of Prospect Villa on St Lawrence Close, and evidence of the confirmed order has been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the confirmed order and the approved parking and access arrangements, with the diversion being in place prior to the first occupation of the dwelling hereby approved.
Reason: To ensure that the development does not commence until the necessary statutory process has been completed to enable the approved parking and access arrangements to be lawfully implemented, in the interests of highway safety, pedestrian movement, residential amenity and the proper planning of the development. |
| No above-ground construction shall take place until details of water efficiency and sustainable water management measures to be incorporated within the development have been submitted to and approved in writing by the Local Planning Authority. The details shall include:
a) measures for the harvesting, storage and re-use of rainwater;
b) measures to reduce potable water consumption within the dwelling; and
c) a timetable for implementation.
The approved measures shall be implemented in full in accordance with the approved details prior to the first occupation of the dwelling and shall thereafter be retained and maintained for the lifetime of the development.
Reason: To secure the efficient use of water resources, minimise potable water consumption and promote sustainable development and resilience to climate change in accordance with Policies SWDPR 1 (Climate Change Mitigation and Adaptation), SWDPR 35 (Sustainable Drainage Systems) and SWDPR 36 (Water Resources, Efficiency and Wastewater Treatment) of the South Worcestershire Development Plan Review 2021-2041. |
| If, during the course of development, any archaeological remains, artefacts, structures, deposits or other features of archaeological interest are encountered, all development within the affected area shall cease immediately and the Local Planning Authority shall be notified in writing within five working days.
a) No further development shall take place within the affected area until a Written Scheme of Investigation (WSI) has been submitted to and approved in writing by the Local Planning Authority. The WSI shall include provision for archaeological investigation, recording, analysis, reporting and any mitigation measures considered necessary.
b) Thereafter, the archaeological investigation and any mitigation measures shall be undertaken in full accordance with the approved WSI. Development within the affected area shall not recommence until such works have been completed.
c) Following completion of the archaeological fieldwork, a programme of post-excavation assessment, analysis and reporting shall be carried out in accordance with the approved WSI.
d) Prior to the first occupation of the dwelling, a final archaeological report detailing the results of the investigation and analysis shall be submitted to the Local Planning Authority. The approved report, together with the site archive where appropriate, shall be deposited with the Worcestershire Historic Environment Record.
Reason: To ensure that any previously unidentified archaeological remains encountered during development are appropriately investigated, recorded, analysed and made publicly accessible in the interests of conserving and enhancing the historic environment, in accordance with Policies SWDPR 8 (Historic Environment) and SWDPR 29 (Management of the Historic Environment) of the South Worcestershire Development Plan Review 2021-2041 and the National Planning Policy Framework. |
