| The development as proposed, by virtue of its massing, layout, proportions and use of materials, would fail to respect the character and appearance of the host building and surrounding area which would result in an erosion of the special architectural and historic interest of the streetscape, causing less than substantial harm to the grade II listed building which is a designated heritage asset that is not outweighed by the public benefits that flow from the proposal, contrary to Policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD and National Planning Policy Framework 2024. |
| The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. |
