Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission Location Plan Proposed Site Block Plan L003b 45 degree plan Rev 7 Proposed Floor plans L007c Proposed Elevation and Section L006c Reason: To ensure compliance with the approved scheme and policy SWDP 21 of the South Worcestershire Development Plan.
Prior to the first occupation of the development hereby approved, one bird and one bat box shall be installed on the application site and retained for the lifetime of the development. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
The Development hereby approved shall not be occupied until the access and parking facilities shown on drawing L003b proposed site plan has been provided. These areas shall thereafter be retained and kept available for their respective approved uses at all times. REASON: In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway.
The development hereby permitted shall not be occupied until the vehicle access has been widened in accordance with the standard specification of the Highway Authority, the first 5 metres of the widened driveway should be surfaced in a bound material and measures should be installed to prevent the gravel from the existing driveway from entering the highway. REASON: In the interests of highway safety.
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email: worcestershirevehicle.crossing@ringway.co.uk and Tel: 01905 751651. Applications can also be made online via the Worcestershire County Council website. The applicant is solely responsible for all costs associated with construction of the access.
As a precautionary approach, it is recommended that a licensed bat worker remains ‘on call’ during the development works. In the event that roosting bats are discovered work must cease immediately and the on-call ecologist contacted, they will liaise with Natural England (as required) to advise on any licensing requirements to allow lawful completion of the work.
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out within the National Planning Policy Framework.
