| The development as proposed, by virtue of its massing, layout, proportions and use of materials, would fail to respect the character and appearance of the host building and surrounding area which would result in an erosion of the special architectural and historic interest of the streetscape, causing less than substantial harm to the grade II listed building and setting of the Conservation Area, both of which are designated heritage assets. The public benefits that flow from the proposal do not outweigh the indentified harm. The proposal is therefore contrary to Policies SWDP 6, SWDP21 and SWDP 24 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD and National Planning Policy Framework 2024. |
| The development as proposed, by virtue of insufficient vehicular and cycle parking on site, poor quality design and the provision of inadequate waste and recycling facilities, would result in an adverse impact upon local amenity contrary to Policy SWDP 21 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD, Worcestershire County Council Streetscape Design Guide, Worcester City Council Houses in Multiple Occupation SPD and National Planning Policy Framework 2024. |
| The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. |
