Condition Details / Information Notes
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission. PL001 Site Location Plan PL002A Proposed Site Plan PL003 Proposed Floor Plans PL004 Proposed Elevations PL005 Proposed Site Sections PL006 Artist Impressions Design and Access Statement Reason: To ensure compliance with the approved scheme.
(A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and: 1) The programme and methodology of site investigation and recording. 2) The programme for post investigation assessment. 3) Provision to be made for analysis of the site investigation and recording. 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation. 5) Provision to be made for archive deposition of the analysis and records of the site investigation. 6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. (B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured. Reason: In accordance with the requirements of paragraphs 207 and 218 of the National Planning Policy Framework 2012 (as amended) and SWDP 6 & 24 of the South Worcestershire Development Plan 2016.
Prior to commencement of development, the applicant shall submit to and have approved in writing by the Local Planning Authority: 1. A detailed energy performance strategy demonstrating how the development will achieve high levels of thermal efficiency, airtightness, and energy demand reduction. 2. Confirmation from a suitably qualified energy consultant that the design meets a recognised low-energy building standard, such as Passivhaus, AECB Building Standard, or equivalent. The development shall be carried out in full accordance with the approved details and prior to first occupation certification or a compliance statement from a qualified assessor confirming that the development meets a recognised low-energy standard shall be submitted to the Local Planning Authority. The approved details shall be maintained as such thereafter. Reason: To ensure the development achieves a high level of energy efficiency, reduces carbon emissions, and aligns with Policies SWDP21 and SWDP27 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
Full details of the following matters including any details shown on the submitted plans shall be submitted to and approved by the local planning authority in writing before the development is commenced. Schedule:- - Window and door product information and specification - Materials information for bay windows - Rainwater goods The development shall not be undertaken other than in full accordance with such approved details. Reason: In accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
Samples of facing, roofing and surfacing materials (including 1m x 1m brick sample panels) shall be submitted to and approved by the local planning authority in writing prior to implementation as part of the development hereby approved. The development shall not be carried out otherwise than in accordance with such approved details. Reason: To ensure the satisfactory appearance of the completed development in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
Notwithstanding the details submitted, the development hereby approved shall not be occupied until the access and parking facilities for 3 vehicles shown on the approved plan have been provided. These areas shall thereafter be retained and kept available for their respective approved uses at all times. Reason: In the interests of highway safety and to ensure the safety and free flow of traffic using the adjoining highway in accordance with policy SWDP 4 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
No development shall take place (including demolition, ground works, vegetation clearance) until a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. The plan should include the following: - the parking of the vehicles of site operatives and visitors; - loading and unloading of plant and materials; - construction hours (including maintenance of plant and equipment) and delivery times; - the storage of plant and materials used in construction of the development; - details of all temporary contractors buildings (offices, toilets etc), plant, storage of materials and parking for site operatives; - the erection and maintenance of security hoarding including decorative displays and facilities for public viewing, where appropriate; - measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway, including wheel washing facilities where appropriate and the arrangements for their use; - measures to control noise, vibration and the emission of dust and dirt; - the recycling/disposing of waste resulting from excavation and construction works; - the operation of plant and machinery (including silencing and sound attenuation) associated with engineering operations. - site security; - the storage of fuel, oil, and chemicals used in the construction phase of the development; - measures to address any minor and major spillages of fuel, oil and chemicals; - measures in relation to the prevention of pollution of waterways, including disposal of surface water run off during the construction phase including any silt/soil contaminated run off; - measures to enable the monitoring, reporting and auditing of compliance and mechanism for corrective action; - a scheme for recycling/disposing of waste from excavation and construction works; - the hours that delivery vehicles will be permitted to arrive and depart (which shall be outside school pick up and drop off times), and arrangements for unloading and manoeuvring; - details of any temporary construction accesses and their reinstatement. - a highway condition survey, timescale for re-inspections, and details of any reinstatement. The approved Construction Environmental Management Plan shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: In order to ensure that the development of the site is undertaken following best practice and to ensure the protection of the amenities of nearby land users and activities and in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and interests that the National Planning Policy seeks to protect and promote with regard to amenity.
All windows, including roof lights, on the south elevation shall be upon first installation glazed with obscure glass to a obscuring of no less that Pilkington level 4 or equivalent standard shall thereafter be retained at all times. Reason: To safeguard the privacy of occupants of adjacent properties in accordance with policy SWDP21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
Notwithstanding the provisions of Classes A to E (inc.) of Part 1, Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 and its subsequent amendments, the approved dwelling shall not be extended, nor shall any structures be erected within the curtilage of the dwelling, without the grant of further specific planning permission from the Local Planning Authority. Reason: To enable the Local Planning Authority to retain planning control over the development of this site in order to safeguard the amenities of the occupants of the adjoining dwellings in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
Notwithstanding the provisions of Classes A, B and C of Part 1, Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 and its subsequent amendments, no new windows, rooflights or other openings, other than those shown on the approved plans, shall be inserted in the walls or roof of the dwelling without the grant of further specific planning permission from the Local Planning Authority. Reason: To enable the Local Planning Authority to retain planning control over the development of this site in order to safeguard the amenities of the occupants of the adjoining dwellings in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.
During the construction works hereby approved no machinery shall be operated and no process shall be carried out on the site outside the hours of 7.30am to 6.00pm Mondays to Fridays and 8.00am to 1.00pm on Saturdays and not at any time on Sundays, Bank or Public Holidays. Reason: To safeguard the amenities of local residents and the occupants of surrounding properties in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and interests that the National Planning Policy Framework seeks to protect and promote.
Prior to the occupation of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include: a) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants and trees. b) a written specification outlining cultivation and other operations associated with plant and grass establishment. c) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting. d) specification of the green roof. All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation of the development, whichever is the sooner, and thereafter retained and /or replaced. Reason: To ensure the proposed development would provide high quality landscaping, integrate into its surroundings and provide an appropriate external amenity area for future occupants of the approved development, in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan (2016) and the requirements of the of National Planning Policy Framework.
Prior to occupation of the development hereby permitted, a satisfactory Secured by Design inspection must take place and the resulting Secured by Design certificate shall be submitted to and approved by the local planning authority in writing. Reason: To ensure that the development maintains and enhances community safety SWDP 21 of the South Worcestershire Development Plan (2016).
