| The proposed extensions by virtue of its contrived design, scale, massing and location would represent poor design failing to compliment the character and visual appearance of the existing property. The proposal would create dominant features would overwhelm the original dwelling and would negatively impact on the character of the host property and the existing streetscene. The proposal would thus be contrary to the guidance within the Council's Design Guide SPD, policy SWDP 21 of the South Worcestershire Development Plan and Government advice on design within the NPPF and PPG. |
| The proposed extension and dormer window will result in an detrimental impact on the amenities of the neighbouring occupiers by reason of direct overlooking into private amenity areas. The proposal would thus be contrary to the guidance within the Council's Design Guide SPD, Policy SWDP 21 of the South Worcestershire Development Plan and Government advice on design within the NPPF and PPG. |
| The proposed development, by increasing the number of bedrooms from three to four, fails to provide the minimum off-street parking provision required by the Worcestershire Streetscapes Design Guide (2022). In the absence of any off-street parking and within an area already subject to significant on-street parking demand, the proposal would exacerbate existing parking pressures and result in harm to the local highway network. No justification has been submitted to support a reduction in parking standards. The development is therefore contrary to the provisions of the Streetscapes Design Guide (2022), Policy SWDP21 of the South Worcestershire Development Plan, and paragraph 116 of the National Planning Policy Framework. |
| The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. |
