Condition Details / Information Notes
The proposed extensions by virtue of their position, scale and massing are excessive in size and would overwhelm the host property. They would not represent subordinate additions, are overly dominant and poorly designed. The proposed extensions cumulatively constitute an overdevelopment of the site and would be visually incongruous, failing to preserve the character and appearance of the host property and surrounding area. The proposal is contrary to policy SWDP 21 of the South Worcestershire Development Plan and the Design Guide Supplementary Planning Document.
The proposal fails to demonstrate that adequate parking can be provided within the curtilage of the site and the displacement parking in the highway would result in severe harm to highway safety contrary to Policy SWDP 4 and SWDP 21(part xi) of the South Worcestershire Development Plan, Paragraph 115 of the National Planning Policy Framework and associated guidance in the County Council's Streetscape Design Guidance.
The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal.
