Condition Details / Information Notes
This 'Notice of Consent' shall be extant for a period of 2 years from the date of this Notice. Should the works approved under this consent not be undertaken within this period, then a further Tree Preservation Order application would be required. Reason: To conform with the requirements of The Town and Country Planning (Tree Preservation) (England) Regulations 2012.
Consent is hereby granted for the works to the tree(s) subject to the limitations specified in the schedule attached hereto. All works shall be carried out in accordance with the schedule and in compliance with British Standard BS 3998:2010 "Recommendations for Tree Work". Reason:- To maintain the visual and environmental quality of the site and surrounding area in accordance with policy SWDP25 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.
Notwithstanding any details on the submitted forms, plans, and photographs the consent hereby granted is for the following works:- Schedule:- London Plane (T1) - Limb removal and crown thinning by approximately 20%, as detailed in white, on the annotated photograph number 1. Reason:- To ensure the work is carried out in such a manner as to maintain the quality of the environment in accordance with policy SWDP25 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.
The proposed removal of the lower limbs, as detailed in Photos 2, 3, and 4, has not been assessed in the context of the tree's overall crown structure. Piecemeal pruning without a comprehensive management plan could lead to an unbalanced canopy, increasing the risk of future structural weaknesses and excessive reactive growth. To ensure the long-term health and stability of the tree, any further canopy lifting should be considered as part of a coordinated approach rather than undertaken in isolation.
Approving the works in their current form could result in an outcome that does not align with the owner's long-term intentions for managing the tree. Therefore, the refusal allows for further consultation to ensure that any future works appropriately consider the interests of all affected parties.
