Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission Combined Proposed Plan 102b Management Plan Reason: To ensure compliance with the approved scheme and policy SWDP 21 of the South Worcestershire Development Plan
The premises shall only be used as a residential care home for children, with a maximum of 4 children in residence at any one time being between 3 and 17 years when first placed in care at the premises, and for no other purpose (including any other purpose in Class C2 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification). Reason: to provide certainty of the proposed development and limit the use of the property to a care home for a maximum of four children of a restricted age range in order to minimise the intensity of the use and protect the amenity of neighbours.
The use of the property as a residential care home (Class C2) shall be carried out in accordance with the submitted and approved Managment Plan for 14 Sheringham Road, received 14th March 2025 unless an alternative plan has first been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the amenities of neighbouring residents in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework in this regard.
The Development hereby approved shall not be brought into use until the existing vehicular crossing has been extended to correspond with the width of the frontage parking area, with details to be submitted to and approved in writing by the Local Planning Authority. REASON: In the interest of highway safety
The Development hereby approved shall not be brought into use until sheltered, secure and accessible cycle parking has been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter, the provision shall be kept available for the parking of bicycles only. REASON: To comply with the Council’s parking standards.
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service. Applications can be made online via the Worcestershire County Council website. The applicant is solely responsible for all costs associated with construction of the access.
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out within the National Planning Policy Framework.
