| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

| The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission:

| Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any other order revoking and re-enacting that Order with or without modification), no extensions, porches, roof additions or outbuildings shall be undertaken without first obtaining planning permission from the Local Planning Authority.
Reason: For the avoidance of doubt and to secure a satisfactory form of development in accordance with policy SWDP21 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.

| Notwithstanding the submitted details, prior to the first occupation of the development, the first-floor window serving the en-suite on the north (rear) elevation shall be fitted with Pilkington Level 4 (or equivalent) obscure glazing and shall be non-opening below a height of 1.7 meters from the internal floor level and shall thereafter be permanently retained for the lifetime of the development.
Reason: In the interests of safeguarding the privacy of the neighbours and occupiers in accordance with Policy SDWP21 and the South Worcestershire Design Guide SPD.

| Notwithstanding the approved plans, prior to the first occupation of the dwelling hereby approved, details of all boundary treatements shall be submitted to and approved in writing by the Local Planning Authority. The approved boundary treatment shall be provided prior to the first occupation of the dwelling and shall be retained in the approved form for the lifetime of the development.
Reason: To provide a satisfactory boundary between neighbour properties and to safeguard privacy in accordance with SWDP21 of the South Worcestershire Development Plan. |
| Prior to the occupation of the development hereby permitted, one bat box shall be installed on the west elevation of the dwelling and retained for the lifetime of the development.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with Policy SWDP 22.

| In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported immediately to the Local Planning Authority. The applicant is advised to immediately seek the advice of an independent geo-environmental consultant experienced in contaminated land risk assessment, including intrusive investigations and remediation.
No further works should be undertaken in the areas of suspected contamination, other than that work required to be carried out as part of an approved remediation scheme, unless otherwise agreed by the Local Planning Authority, until requirements 1 to 4 below have been complied with:
i. Detailed site investigation and risk assessment must be undertaken by competent persons in accordance with the Environment Agency's 'Land Contamination: Risk Management' guidance and a written report of the findings produced. The risk assessment must be designed to assess the nature and extent of suspected contamination and approved by the Local Planning Authority prior to any further development taking place.
ii. Where identified as necessary, a detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to identified receptors must be prepared and is subject to the approval of the Local Planning Authority in advance of undertaking. The remediation scheme must ensure that the site will not qualify as Contaminated Land under Part 2A Environmental Protection Act 1990 in relation to the intended use of the land after remediation.
iii. The approved remediation scheme must be carried out in accordance with its terms prior to the re-commencement of any site works in the areas of suspected contamination, other than that work required to carry out remediation, unless otherwise agreed in writing by the Local Planning Authority.
iv. Following completion of measures identified in the approved remediation scheme a verification report that demonstrates the effectiveness of the remediation carried out must be produced and is subject to the approval of the Local Planning Authority prior to the occupation of any buildings on site.
Reason: To ensure that the risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property, and ecosystems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.

| Prior to the first occupation of the development hereby approved, secure and covered cycle parking shall be provided in accordance with the requirements of the Worcestershire Streetscape Design Guide (or any subsequent replacement guidance). The cycle parking shall thereafter be retained and kept available for the parking of bicycles for the lifetime of the development.
Reason: To ensure the provision of appropriate cycle parking facilities in the interest of promoting sustainable modes of transport in accordance with the Worcestershire Streetscape Design Guide, Policy SWDP 4 of the South Worcestershire Development Plan, and the NPPF. |
| The development hereby approved shall not be occupied until the parking facilities shown on the approved plans have been fully implemented. These areas shall thereafter be retained and kept available for the parking of vehicles associated with the development for the lifetime of the development.
Reason: To ensure the satisfactory provision of parking to serve the development in accordance with the approved plans, Policy SWDP 21 of the South Worcestershire Development Plan, and the NPPF. |
| The Development hereby approved shall not commence until a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:-
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway;
• Details of site operative parking, material storage areas and the location of site operatives facilities as required;
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring;
• Measures to demonstrate that those immediately affected by the construction works will be kept informed and due consideration and courtesy will be shown to the local community.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety.

| Prior to the first occupation of the development hereby approved, details demonstrating how at least 10% of the predicted energy requirements of the development will be met through the use of renewable or low carbon energy sources shall be submitted to and approved in writing by the Local Planning Authority. The approved measures shall be implemented in full prior to first occupation and shall thereafter be retained and maintained for the lifetime of the development.
Reason: To ensure that the development incorporates the use of renewable or low carbon energy sources in accordance with Policy SWDP 27 of the South Worcestershire Development Plan and the environmental objectives of the NPPF.

| The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out within the National Planning Policy Framework.

| If a protected species (such as any bat, great crested newt, dormouse, badger, reptile, barn owl or any nesting bird) is discovered using a feature on site that would be affected by the development or related works all activity which might affect the species at the locality should cease. If the discovery can be dealt with satisfactorily by the implementation of biodiversity mitigation measures that have already been drawn up by your ecological advisor and approved by the Local Planning Authority then these should be implemented. Otherwise a suitably experienced ecologist should be contacted and the situation assessed before works can proceed. This action is necessary to avoid possible prosecution and ensure compliance with the Wildlife & Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 (as amended), the Protection of Badgers Act 1992 and the Wild Mammals Act 1996. This advice note should be passed on to any persons or contractors carrying out the development/works. |
