Condition Details / Information Notes
The proposed annexe, by virtue of its self-contained facilities, detached layout, and separate access, would function as an independent dwelling rather than ancillary accommodation to the host property. The development therefore fails to demonstrate a clear functional or physical dependency on the main dwelling and would effectively result in the creation of a separate planning unit within the residential curtilage. As such, the proposal is contrary to the guidance set out in the South Worcestershire Design Guide SPD, and to Policies SWDP 21 (Design) and SWDP 4 (Moving Around South Worcestershire) of the South Worcestershire Development Plan 2016, as well as paragraphs 130 and 134 of the National Planning Policy Framework (2024).
The development, by reason of its excessive scale, height, and massing, together with its truncated roof design and positioning within the plot, appears as a visually dominant and incongruous structure. It fails to respect the proportions, form, and architectural character of the host dwelling and does not harmonise with the prevailing pattern of built form in the locality. The overall design and massing detract from the visual cohesion of the site and surrounding properties. Consequently, the development results in harm to the character and appearance of the host property and the surrounding residential area, contrary to Policy SWDP 21 (Design) of the South Worcestershire Development Plan, the South Worcestershire Design Guide SPD, and paragraphs 130 and 134 of the National Planning Policy Framework (2024).
The overall height, scale, and proximity of the annexe to adjoining boundaries result in a visually dominant and overbearing structure. The development leads to an increased sense of enclosure and loss of outlook from neighbouring gardens and results in an unacceptable impact on the amenity of nearby residents. Accordingly, the proposal conflicts with Policy SWDP 21 (Design) of the South Worcestershire Development Plan, the amenity standards set out in the South Worcestershire Design Guide SPD, and paragraph 135 of the National Planning Policy Framework (2024), which seek to protect the amenity of existing occupiers and ensure development integrates appropriately with its context.
The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal.
