Reason: To ensure compliance with the approved scheme.

| No above ground building operations hereby permitted shall commence until full details of the materials to be used in the construction of the external surfaces of the houses, apartment buildings, bin store and electricity sub-station hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
(1) type, colour, texture, size, coursing, finish, jointing and pointing of brickwork / stonework / masonry;
(2) type, colour, texture, size and design of roofing materials;
(3) sample panel of all brickwork / stonework / masonry including the type of pointing and the mortar to be used with the panel kept on site for reference;
(4) the specification of any proposed external render or plaster, including any decorative panels or patterns and detailed specification of the mix, the number of coats and surface finish to be used;
(5) detailed specification of any external timber features, including weatherboarding, showing the dimensions, profile and a description of the stain or paint finish to be applied;
(6) the materials and finish (including colour) of all external windows, doors, eaves, verges, barge boards, gutters and downpipes.
The development shall be carried out in accordance with the approved details.
Reason - To ensure that the new materials represent quality design in accordance with Policy SWDP21 of the South Worcestershire Development Plan 2016.

| Prior to the first occupation of the development hereby approved a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) plan(s) of the site showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread.
(ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas.
(iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iv) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan 2016.

| Prior to the first occupation of the development hereby approved a schedule of landscape maintenance for perpetuity shall be submitted to and approved in writing by the local planning authority. The schedule shall include details of the arrangements for management responsibilities and maintenance schedules for all landscape areas (excluding domestic gardens). The approved landscape maintenance schedule shall be fully implemented.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan 2016.

| Full details of the proposed materials for the hard landscaping of the site, including roads, paths, parking areas and other hard surfaces, shall be submitted to and approved in writing by the local planning authority. The development shall be carried out in accordance with the approved details and the hard landscaping of the site shall be completed prior to the first occupation of the development.
Reason - To ensure the proposed development represents high quality design and does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan 2016.

| The development hereby approved shall not be brought into use until the access, turning area and parking facilities shown on the approved plans have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.
Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway in accordance with Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The development shall not be occupied or brought into use until the engineering works for the site access at Chestnut Street, including parking restrictions related to the new access and Chestnut Street have been implemented in full.
Reason: In the interests of achieving safe and suitable highway access for all users in accordance with Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| No above ground operations shall take place until a detailed scheme for the works within the local highway system, including new pedestrian footway and crossing facilities on Sansome Walk, and traffic management measures within the vicinity of the site, shall be submitted to the Local Planning Authority. The development shall not be occupied or brought into use until the submitted scheme has been agreed in writing by the Local Planning Authority and has been implemented in full.
Reason: In the interests of achieving safe and suitable highway access for all users in accordance with Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The development hereby approved shall not be occupied until a Car Park Management Strategy for the Chestnut Street residents’ car park, setting out how the car park will be controlled and managed, along with details of electric vehicle charging points and the residents' permit scheme, has been submitted to and approved in writing by the Local Planning Authority. The measures shall thereafter be implemented in accordance with the approved Car Park Management Strategy for the lifetime of the development.
Reason: In the interests of highway safety and to prevent indiscriminate and anti-social parking activity on Chestnut Street in accordance with Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The development hereby approved shall not be occupied until a Waste Management and Collection Strategy, setting out how waste will be stored and collected, has been prepared, submitted to, and approved in writing by the Local Planning Authority. The measures shall thereafter be implemented in accordance with the approved Waste Management and Collection Strategy for the lifetime of the development.
Reason: To ensure appropriate waste management facilities are provided to accommodate all waste generated by the development in accordance with Policies SWDP 4 and SWDP 33 of the South Worcestershire Development Plan 2016.

| The development hereby approved shall not be occupied until the applicant has submitted to and had approval in writing from the Local Planning Authority a residential welcome pack promoting sustainable forms of access to the development. The pack shall be provided to each resident at the point of occupation.
Reason: To reduce vehicle movements and promote sustainable access in accordance with Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The measures set out in the approved Construction Method Statement (Rev C) and Plans 01, 02 and 03, along the Traffic Management Plan (AN_SANC_A_00_TMP_01 A) shall be carried out and complied with in full during the construction of the development hereby approved, with a Highway Condition Survey being carried in conjunction with the Local Highway Authority prior to any further works taking place. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved.
Reason: In the interests of residential amenity and highway safety and to ensure the provision of adequate on-site facilities in accordance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan 2016.

| Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.
Reason: To preserve the amenities of the locality in accordance with Policy SWDP21 of the South Worcestershire Development Plan 2016.

| Full details of the structures for the secure parking of cycles for the apartments hereby approved shall be submitted to and approved in writing by the local planning authority. The submitted details shall include the location, type of rack/s, spacing, numbers, method of installation and access to the cycle parking structures. The structures shall be erected in accordance with the approved details prior to the first occupation of any of the apartments hereby approved and shall thereafter be maintained and retained for the purposes of the parking of cycles only.
Reason: To facilitate the use of sustainable forms of transport in accordance with the Council’s parking standards and Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| Details of the location of the electric vehicle charging points to serve no less than 20% of all parking spaces shall be submitted to and approved in writing by the local planning authority. Electric vehicle charging points shall thereafter be provided in accordance with the approved details prior to the occupation of any of the dwellings hereby approved. All charging points shall be provided to the relevant British Standard.
Reason: To facilitate the use of sustainable forms of transport in accordance with Paragraphs 105 and 110 of the National Planning Policy Framework and Policy SWDP 4 of the South Worcestershire Development Plan 2016.

| 17. Unless otherwise agreed by the Local Planning Authority development, other than that required to be carried out as part of an approved scheme of remediation, must not commence until points 1 to 2 below have been complied with:
1. The approved remediation scheme must be carried out in accordance with its terms prior to the commencement of development, other than that required to carry out remediation, unless otherwise agreed in writing by the Local Planning Authority.
2. Following the completion of the measures identified in the approved remediation scheme a validation report that demonstrates the effectiveness of the remediation carried out must be produced, and is subject to the approval of the Local Planning Authority prior to the occupation of any buildings.
In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken and where necessary a remediation scheme must be prepared, these will be subject to the approval of the Local Planning Authority. Following the completion of any measures identified in the approved remediation scheme a validation report must be prepared, which is subject to the approval in writing of the Local Planning Authority prior to the occupation of any buildings.
Reason: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with Paragraph 178 of the NPPF and Policy SWDP 31 of the South Worcestershire Development Plan 2016.

| The development shall be carried out in accordance with the recommendations of the Noise Assessment submitted with the application relating to glazing (Section 5.1), ventilation (Section 5.2), external walls and roof construction and walls and floors adjacent to the ground floor transformer room (Section 5.3).
Reason: In the interested of the amenities of the future occupiers of the development in accordance with the Policy SWDP 21 of the South Worcestershire Development Plan 2016.

| Notwithstanding the submitted Drainage Strategy, no development, other than remediation for contamination, works involving the provision of the car park for Chestnut Street residents and archaeology, shall take place until detailed design drawings for foul and surface water drainage have been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP 28 and SWDP 29 of the South Worcestershire Development Plan 2016.

| The approved SuDS Management Plan shall be implemented in full in accordance with the agreed terms and conditions and shall be managed and maintained in accordance with the approved maintenance plan thereafter.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP 28 and SWDP 29 of the South Worcestershire Development Plan 2016. |
| The development shall not be occupied until the building recording and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of paragraphs 194 and 205 of the National Planning Policy Framework and Policies SWDP 6 & SWDP 24 of the South Worcestershire Development Plan 2016.

| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal, carried out by Focus Environmental Consultants, dated August 2021 submitted with this application. In particular:
(1) Inclusion of new native tree planting within the landscaping proposals;
(2) Potential bird nesting areas to be cleared outside the bird nesting season (unless under the supervision of an Ecologist);
(3) Strict control over the use of artificial night lighting to prevent unnecessary illumination of wildlife habitats; and
(4) Delivery of the following biodiversity enhancements:
(a) new planting to provide nesting and foraging opportunities for a range of wildlife, including mammals and birds;
(b) provision of 10 no. in-built bird boxes for starlings; and
(c) new fences adapted to enable hedgehogs to pass through them.
Full details in relation to items (b) and (c) shall be submitted to an approved in writing by the local planning authority, including a proposed scheme for their ongoing maintenance prior to first occupation. The development shall not be occupied until the bird boxes and hedgehog access points have been installed in accordance with the approved details and the bird boxes and hedgehog access points shall thereafter be retained in accordance with the approved details.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with Policy SWDP 22 of the South Worcestershire Development Plan 2016.

| Prior to the first occupation of any of the dwellings hereby approved, details of superfast broadband facilities or alternative solutions to serve the dwellings hereby approved shall be submitted to and approved in writing by the local planning authority. The submitted details shall include an implementation programme. The facilities shall be provided in accordance with the approved details.
Reason: To ensure the proposal incorporates satisfactory telecommunication facilities in line with policy SWDP 26 of the South Worcestershire Development Plan 2016.

| 24. (1) Prior to the first occupation of the development hereby approved full details of all new boundary treatments to the north, south and east boundaries of the site and all new boundaries created within the site shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be carried out and maintained in accordance with the approved details, with all approved boundary treatments being erected prior to first occupation of the development.
(2) Prior to the first occupation of the apartments in Block A (Plots 1-20) of the development hereby approved full details of the proposed boundary treatment to the west boundary of the site shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be carried out and maintained in accordance with the approved details, with the approved boundary treatment being erected prior to first occupation of the apartments in Block A. The submitted boundary wall detail shall include blue brick detailing, preferably to the coping, to reflect the character of the area.
Reason: To ensure the proposed development delivers appropriate amenity to existing and future residential properties and reflects the character and appearance of the area in accordance with Policy SWDP21 of South Worcestershire Development Plan 2016.

| Prior to the first occupation of the development hereby approved a Scheme of Lighting for lighting of the external areas shall be submitted to and approved in writing by the Local Planning Authority and the development shall thereafter be carried out and maintained in accordance with the approved details, with all approved lighting installed prior to first occupation of the development.
Reason: To ensure the development delivers appropriate amenity to existing and future residential properties in accordance with Policy SWDP 21 of the South Worcestershire Development Plan 2016. |
| No openings other than those shown on the approved plans shall be installed in the north and west elevations of the bin store.
Reason: To protect the amenities of the adjoining residence in accordance with the objectives of Policy SWDP 21 of the South Worcestershire Development Plan and 2016.

| The tree protective fencing, shown on the details approved by letter on 7th August 2024,shall remain in place until the completion of development or unless otherwise agreed in writing with the local planning authority. Nothing shall be stored or placed (including soil), nor shall any ground levels altered, within the fenced area without the previous written consent of the local planning authority. There shall be no burning of any material within 10 metres of the extent of the canopy of any retained tree/hedge.
Reason: To prevent existing trees from being damaged during construction work and to preserve the amenities of the locality. This is in accordance with policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan 2016.

| Prior to first occupation of the apartments in Block A the windows on the north and side elevations at first floor level and above that serve entrance hallways shall be fitted with Pilkington Level 4 obscured glazing or equivalent and shall be permanently fixed (non-opening) and shall thereafter be retained in that condition.
Reason: To protect the amenities of adjoining residences in accordance with the objectives of Policy SWDP 21 of the South Worcestershire Development Plan and 2016.
