Condition Details / Information Notes
With the exception of the roof repairs and retiling, the works hereby granted shall be commenced before the expiration of three years beginning with the date of this consent. Reason: To comply with the requirements of Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this consent: Drawings: • 2632-LOC - Location Plan • 2632-BLOCK – Block Plan • 2632-02C – Roof Plan with repairs • 2632-03D – Roof Repair Details • 2632-05D – North Elevation to Shaw Street (REPAIRS) • 2632-06G – South and West Elevations (Survey and Repairs) • 2632-07 – Repairs to Gate pier • 2632-08 - North Elevation Window Repairs • 1291 01 Rev P2 – General Roof Arrangement and Roof Repairs • 1291 02 Rev P1 – Roof Repairs Supporting Documents: • 12951 – Rev A/CH - Structural Information (Frank Haywood and Associates) dated 11 February 2025 • Project Reference 2632 rev v4 – Heritage Statement (Nick Joyce Ltd – architects and historic building consultants), dated February 2025 Reason: To ensure compliance with the approved scheme, in order to protect the designated heritage asset’s significance, in accordance with policies SWDP6 and 24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
The roof repairs and retiling hereby granted shall be commenced within 1 year of the date of this consent. Reason: The current temporary roof covering is insufficient to protect the building from the elements and this could result in harm to its fabric and its heritage significance. The roof repairs and recovering are therefore essential to ensuring harm does not result, in accordance with policies SWDP6 and 24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
For each element that involves the stripping back or removal of external coverings (repair to roof structure, render, paint etc.) a photographic recording (of hidden elements of interest, phasing or significant detailing, such as carpenter’s/stonemason’s marks, roof graffiti, blocked openings etc.) shall be carried out before the approved repair and/or replacement covering is provided, in accordance with a Level 1 Survey, as defined in Historic England’s guidance 'Understanding Historic Buildings: A Guide to Good Recording Practice'. The survey shall be submitted to the Local Planning Authority within one month of the completion of works and a copy of the approved record survey along with the approved drawings and Heritage Statement shall be submitted to the Worcester City Historic Environment Record (HER) within 1 month of approval of the Survey. Reason: This information is required to record the historic fabric of the building prior to the replacement/repair of external covering materials in accordance with policies SWDP6 and 24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
Notwithstanding condition 2, if during the works in respect of the window repairs to the north elevation additional repairs, not included on approved drawing 2632-08 - North Elevation Window Repairs, are required an updated specification shall be submitted to and approved in writing by the Local Planning Authority. The work shall then be carried out in strict accordance with the approved details. Reason: To ensure that special regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and in accordance with policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
Before the relevant section of work begins, details of the following shall be submitted to and approved in writing by the Local Planning Authority: a) Brick and stone samples b) the face bond of brickwork c) description of the joints proposed; d) a sample area (size and location to be agreed on site) of the mortar, profile and finish. The works shall be carried out in accordance with the approved details. Reason: To ensure that special regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and in accordance with policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
Any replacement sections of the rainwater goods (gutters, downpipes and hopper-heads) shall match the existing in terms of their materials, sectional profile, fixings and colour scheme, unless it is in accordance with an alternative that has first been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details. Reason: To ensure that special regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and in accordance with policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
No works in relation to rendering shall commence until a sample area(s), the size and location of which shall first be agreed with the Local Planning Authority, of the render is provided showing the proposed render mix and final surface texture. The work shall be carried out in accordance with the approved details, which shall be confirmed in writing by the Local Planning Authority. Reason: To ensure that special regard is paid to protecting the special architectural and historic interest and integrity of the building under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act and in accordance with policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
Unless details of an alternative appropriately qualified professional specialising in conservation work is otherwise first submitted to and agreed in writing by the Local Planning Authority, the approved works shall be supervised throughout by Nick Joyce Architects and Historic Building Consultants (as the appointed Agent specified within the application form and as an appropriately qualified professional specialising in conservation work). Reason: To ensure that special regard is paid to specific architectural features or fixtures and to ensure the fabric is protected from damage for this Grade I listed building during the course of works in accordance with policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024) and under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
