Proposal T1 1 x plane tree - crown lift to give clearance from ground level to approx 7m. The tree is approx 25 high and has a spread of approx 20m. The proposed work is within the parameters of the lifting detailed in BS3998. It will have minimal impact on the visual amenity to the wider landscape as it in a rear garden and covered by the houses. The work will improve the usability of the the gardens to the applicant and their neighbours. The work will involve removal of approx 3 or 4 branches back to the trunk, these are possibly matured epicormic as they grow from the the main crown break. Smaller lateral branches will be pruned to achieve the lift in other parts of the crown. A crown lift to 5m all round has previously been given on 2 occasions. The low branches of the crown are currently at approx 3m.

Condition Details / Information Notes
This 'Notice of Consent' shall be extant for a period of 2 years from the date of this Notice. Should the works approved under this consent not be undertaken within this period, then a further Tree Preservation Order application would be required. Reason: To conform with the requirements of The Town and Country Planning (Tree Preservation) (England) Regulations 2012.
No later than 7 days before works are to be carried out on the tree, written notice shall be given to the Local Planning Authority of the date when works shall commence. No works shall commence until the applicant's nominated contractor has discussed the works on site with a representative of the Local Planning Authority. Reason: To ensure the work is carried out in such a manner as to maintain the quality of the environment in accordance with policy SWDP25 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.
Consent is hereby granted for the works to the tree(s) subject to the limitations specified in the schedule attached hereto. All works shall be carried out in accordance with the schedule and in compliance with British Standard BS 3998:2010 "Recommendations for Tree Work". Reason:- To maintain the visual and environmental quality of the site and surrounding area in accordance with policy SWDP25 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.
Notwithstanding any details on the submitted forms and plans the consent hereby granted is for the following works:- Schedule:- London Plane (T1): Crown lift to achieve 5 metres clearance above ground level, removing secondary branches with a diameter of less than 100mm where possible. Larger limbs may be selectively reduced or cut back to suitable growth points to achieve the required clearance while preserving the tree’s natural form. Reason:- To ensure the work is carried out in such a manner as to maintain the quality of the environment in accordance with policy SWDP25 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.
Raising the crown to 7 metres would significantly alter the London Plane's natural proportions and structure, resulting in a loss of its characteristic low canopy. This would diminish the tree’s contribution to visual amenity and landscape value.
