Condition Details / Information Notes
The proposed front and rear dormer extensions, by reason of their full-width, flat-roofed form, excessive bulk, and poor integration with the existing roofscape, would result in unsympathetic and visually intrusive additions to the host dwelling. The front dormer, in particular, would disrupt the established character of the street scene and appear out of keeping with surrounding development. The proposals therefore conflict with Policy SWDP 21 of the South Worcestershire Development Plan, the Councils Supplementary Design Guide and the relevant provisions of the National Planning Policy Framework.
The rear dormer, by virtue of its height, depth, and full-width design, would appear overbearing and visually intrusive when viewed from neighbouring properties. It would lead to an increased perception of overlooking and a loss of privacy for adjacent occupiers. The development would therefore have a materially harmful impact on residential amenity, contrary to Policy SWDP 21 and the guidance in the Supplementary Design Guide.
The application fails to demonstrate that adequate off-street parking can be accommodated within the existing site layout in accordance with the minimum space standards required by the Worcestershire County Council Streetscape Design Guide. As a result, the proposal may give rise to additional on-street parking pressure and conflict with the safe and convenient operation of the local highway network, contrary to Policies SWDP 4 and SWDP 21, the Streetscape Design Guide, and Paragraphs 110 and 112 of the National Planning Policy Framework.
The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal.
