| The proposed annexe, by reason of its size, scale, design and inclusion of independent living facilities, is not considered to be ancillary to the main dwelling and is tantamount to a new dwelling. In the absence of sufficient evidence to demonstrate the necessity of an ancillary relationship to the main dwelling, the proposal is deemed unacceptable and contrary to Policy SWDP21 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD. |
| The proposed annexe fail to integrate with the existing dwelling and its surroundings, resulting in an incongruous form of development that fails to respect the character and appearance of the locality, which is representative of overdevelopment. The development is therefore contrary to Policy SWDP21 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD. |
| The proposed annexe would by virtue of it size and position result in an unacceptable impact to the privacy and amenity of neighbouring properties through overlooking and providing an overbearing impact contrary to Policy SWDP21 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD. |
| The proposal fails to demonstrate that adequate parking can be provided within the curtilage of the site and the displacement parking in the highway would result in harm to highway safety contrary to Policy SWDP 4 and SWDP 21(part xi) of the South Worcestershire Development Plan, Paragraph 115 of the National Planning Policy Framework and associated guidance in the County Council's Streetscape Design Guidance. |
| The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. |
