| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission

Reason: To ensure compliance with the approved scheme and polices SWDPR 28, SWDPR 29 and SWDPR 48 of the South Worcestershire Development Plan Review.

| No development, including any demolition, site clearance, engineering operations or groundworks, shall commence until a Construction Environmental Management Plan (CEMP) has been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in full accordance with the approved CEMP throughout the construction period.
The CEMP shall include the following details:
Site Details
The full site address;
A brief description of the proposed development works;
The name and contact details of the principal contractor (where known); and
The anticipated start date and duration of construction works.
Working Hours
The proposed hours of construction works and deliveries; and
Confirmation that no works shall take place on Sundays or Bank Holidays unless otherwise agreed in writing by the Local Planning Authority.
Construction Traffic and Operative Parking
The number and type of construction vehicles anticipated during the works;
Details of operative parking arrangements;
Measures to ensure construction vehicles do not obstruct the public highway or neighbouring accesses; and
Details of any off-site parking arrangements where applicable.
Delivery Arrangements
Details of how and where deliveries will take place;
The anticipated frequency and size of delivery vehicles; and
Measures to ensure roads and footways remain unobstructed during deliveries.
Loading, Unloading and Storage
The location of loading and unloading areas;
The location of material storage areas; and
The location of skips and confirmation that they shall not obstruct the public highway.
Noise, Dust and Disturbance Mitigation
Measures to minimise construction noise and vibration;
Dust suppression measures where required; and
Confirmation that plant and machinery shall be switched off when not in use.
Waste Management
Details of how construction waste will be stored on site;
Confirmation that waste will be removed by a suitably licensed waste carrier; and
Measures to maintain site cleanliness and tidiness throughout the construction period.
Site Safety and Security
Details of any temporary fencing, hoarding or site security measures;
Measures to ensure pedestrian and highway safety during construction; and
Contact details for the responsible site manager or contractor.
Protection of Neighbours and Surroundings
Measures to protect adjoining boundaries, fences, walls and neighbouring properties during construction; and
Measures to ensure the public highway is kept clean and free from mud, debris and construction materials.
Compliance Statement
A statement confirming that the development shall be carried out in full accordance with the approved Construction Environmental Management Plan.
Reason: To safeguard the amenities of neighbouring occupiers, ensure highway safety, protect the surrounding environment and ecological corridor, and minimise the environmental impacts of construction activities in accordance with Policies SWDPR 28 and SWDPR 29 of the South Worcestershire Development Plan and the National Planning Policy Framework. |
| The development hereby approved shall be carried out in full accordance with the recommendations, mitigation measures and enhancement works contained within the approved Ecological Survey and the approved Landscape Plan Rev 2, including all biodiversity enhancement features, planting, habitat protection measures and species boxes identified therein, unless otherwise first agreed in writing by the Local Planning Authority.
All approved planting, landscaping and biodiversity enhancement measures shall be completed in accordance with the approved details and timetable, and in any event no later than the first planting season following the substantial completion of the development. Any trees, shrubs or plants which within a period of five years from the date of planting die, are removed, become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless otherwise agreed in writing by the Local Planning Authority.
Reason: To ensure the protection and enhancement of biodiversity, the Local Wildlife Site and green infrastructure corridor, and to secure appropriate landscaping in accordance with Policies SWDPR 28 and SWDPR 29 of the South Worcestershire Development Plan and the National Planning Policy Framework. |
| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDPR 39 of the South Worcestershire Development Plan Review. |

| Informative for an extension within 250m of landfill:
The above site has been reviewed for any potential contamination issues. The proposed development is situated within 250m of a registered landfill or significant area of unknown filled ground which potentially could produce landfill gas.
The applicant is advised to consider incorporating matching landfill gas protection measures within the foundations of the proposed extension(s), so as not to compromise any existing gas protection measures which may have been installed in the existing building. If the existing building has no protection measures currently there is no need to install gas protection measures within the proposed extension.
REASON
To ensure that the risks to buildings and their occupants from landfill sites are adequately addressed.
