Condition Details / Information Notes
The proposed digital screen advertisement by reason of its excessive size, design and appearance, and illumination would constitute an overly dominant and incongruous addition to the streetscene which would fail to preserve the visual amenity of the surroundings and result in visual harm to the Lowesmoor Conservation Area, contrary to policy SWDP21 of the South Worcestershire Development Plan.
In the proposed location, adjacent to and visible from a complex, signalised junction layout with vehicular movements in multiple directions and pedestrian activity, the illuminated digital screen, with displays changing every 10 seconds, would result in unacceptable distraction to motorists and pedestrians, posing an unacceptable hazard to public and highway safety, contrary to policy SWDP4 and SWDP21 of the South Worcestershire Development Plan. An assessment of personal injury accident record has not been provided and it is considered the digital advertisement will exacerbate the risk of road accidents.
