The works to which this Listed Building Consent relates must be commenced before the expiration of three years beginning with the date of this consent. Reason: To conform with the requirements of Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission Proposed Elevations Rev A (Drawing No: WS/TBM/04/23. Rev: A) Proposed Floor Plans Rev A (Drawing No: WS/TBM/03/23. Rev: A) Water Management Statement Bird and Bat Box Location (Drawing No: WS/BM/WD/10/25) Bat Survey Report. Carried out by ATW Ecology. Surveys dated: 09 June 2023, 17 July 2024, 07 August 2024. Location Plan (Drawing No: WS/TBM/05/23) Phase 1 Preliminary Risk Assessment. Dated: 2 September 2025. Carried out by Oakshire Environmental. Travel Welcome Pack Construction Logistics and Noise Management Plan Vacant Building Credit Statement Reason: To ensure compliance with the approved scheme and a satisfactory form of development having regard to national and local planning policy.
No machinery other than that indicated on the submitted Existing Floor Plan (Drawing No: WS/TBM/01/23. Rev: A) within the building shall be removed unless applications for express planning permission and listed building consent have been first submitted to, and approved in writing by, the Local Planning Authority. Reason: To ensure the preservation of the building as a heritage asset, in accordance with Policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
Prior to the removal, covering, or alteration of any historic machinery hereby approved, a scheme detailing the treatment of all machinery affected by the development shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include: a) details of how machinery will be protected during works; b) proposals for the display of the removed machinery, including its location, method of display, and any display enclosure or other means of protection; c) a programme and timescales for removal and display of any machinery; and d) a strategy for the long-term maintenance, conservation, and management of the machinery. The approved scheme shall be implemented in full in accordance with the approved details and timescales and shall thereafter be maintained as approved. Reason: To ensure that historic machinery of heritage significance is appropriately recorded, conserved, and displayed, and that the industrial character and significance of the building are preserved and enhanced, in accordance with Policies SWDP 6 and SWDP 21 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
Prior to their first use on site, full details of all safety measures, and any other measures required between the proposed working spaces and the grinding pans, shall be submitted to and approved in writing by the Local Planning Authority. The submitted details shall include the design, materials, method of fixing, and precise location of any barriers, guards, or other protective features. The approved measures shall be installed prior to the first use of the development and shall thereafter be retained as approved unless first submitted to and approved n writing by the Local Planning Authority. Reason: To ensure that historic machinery of heritage significance is appropriately recorded, conserved, and displayed, and that the industrial character and significance of the building are preserved and enhanced, in accordance with Policies SWDP 6 and SWDP 21 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
Prior to the installation of any secondary glazing, full details of the proposed repair of the existing historic fabric and the detailed design, materials, fixing methods, manufacturers details and sections of the secondary glazing shall be submitted to and approved in writing by the Local Planning Authority. The works shall thereafter be carried out strictly in accordance with the approved details unless otherwise first submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that repairs and secondary glazing preserve the special architectural and historic interest of the building, and that the proposals conserve and enhance the significance of the heritage asset, in accordance with SWDP 6, SWDP 21, SWDP 24 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
No installation of solar panels shall take place until detailed construction drawings and specifications have been submitted to and approved in writing by the Local Planning Authority. These details shall include the method of fixing, panel profile, junctions, manufacturers details and the relationship of the panels to the historic roof structure and fabric. The solar panels shall be installed strictly in accordance with the approved details and retained as such thereafter. Reason: To ensure that renewable energy installations are sensitively integrated and do not result in unacceptable harm to the historic fabric or character of the building, in accordance with SWDP 6, SWDP 21, SWDP 27 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
Prior to the installation of any services or plant, including those associated with the proposed solar panels, full details of all services, extraction and ventilation equipment, lighting, fire safety measures, and any associated plant or equipment shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in full accordance with the approved details. Reason: To minimise visual and physical impact on the historic fabric in accordance with SWDP 6, SWDP 21 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
Prior to the commencement of internal works, details of proposed internal services, insulation, and internal finishes shall be submitted to and approved in writing by the Local Planning Authority. The works shall thereafter be carried out in accordance with the approved details unless otherwise first submitted to and approved in writing by the Local Planning Authority. Reason: To minimise visual and physical impact on the historic fabric in accordance with SWDP 6, SWDP 21 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
During the course of the implementation of the proposed works, should any additional repair works to the external fabric of the building become necessary (including, but not limited to, localised brick replacement, repointing, or repairs associated with the removal and re-installation of historic windows), details of the proposed repairs shall be submitted to and approved in writing by the Local Planning Authority prior to the works being carried out. The repairs shall thereafter be implemented in accordance with the approved details. Reason: To minimise visual and physical impact on the historic fabric in accordance with SWDP 6, SWDP 21 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.
No development shall take place within the site until the implementation of a programme of archaeological work has been secured in accordance with a written scheme of investigation which has been submitted to and approved by the Local planning Authority. Reason: In accordance with policies SWDP6 and SWDP 24 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.
No development shall take place until full details of a level 4 programme of archaeological building investigation and recording has been submitted to and approved in writing by the Local Planning Authority, the approved scheme shall be carried out as approved. This shall be carried out in accordance with Historic England’s Understanding Historic Buildings A Guide to Good Recording Practice document. Reason: To allow the historical and archaeological potential of the building to be recorded in accordance with policies SWDP6 and SWDP 24 of the South Worcestershire Development Plan 2016 and aims and objectives of the National Planning Policy Framework.
Prior to the first occupation of the apartments hereby permitted, details of etched glazing to the lower sections of the secondary glazed element of the window(s) on the southern elevation facing The Throwing House and eastern elevation facing Stinton court shall be submitted to and approved in writing by the Local Planning Authority. The windows shall be permanently retained in that condition as approved thereafter. Reason: To protect the amenities of nearby properties from unacceptable loss of privacy and to represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
The development hereby permitted shall be carried out in accordance with the recommendations set out in the submitted Construction Logistics and Noise Management Plan unless otherwise submitted to and agreed in writing by the Local Planning Authority. The recommended measures shall be provided prior to the first use of any part of the development hereby permitted and shall be retained throughout the lifetime of the development. Reason: To minimise noise pollution from the operation of development and to ensure that the proposals are in accordance with the requirements Policies SWDP21, SWDP22 and SWDP25 of the South Worcestershire Development Plan 2016 and the aims and objectives of the NPPF.
Prior to first use/occupation of the development, details of a public interpretation scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include the content, design, location, materials, and arrangements for implementation and maintenance. The approved scheme shall be implemented prior to first use/occupation and shall thereafter be retained. Reason: To secure appropriate public understanding and engagement in relation to the site’s heritage, in accordance with policies SWDP 6 and SWDP 24.
Prior to first installation, full details of any proposed new doors shall be submitted to and approved in writing by the local planning authority. The details to be submitted shall include:- a) details of the type, colour, texture, materials and finish of the proposed doors. b) external joinery details of the proposed external door openings. The development shall be carried out using the materials as approved, unless otherwise first submitted to and agreed in writing with the Local Planning Authority. Reason: To ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
If a protected species (such as any bat, great crested newt, dormouse, badger, reptile, barn owl or any nesting bird) is discovered using a feature on site that would be affected by the development or related works all activity which might affect the species at the locality should cease. If the discovery can be dealt with satisfactorily by the implementation of biodiversity mitigation measures that have already been drawn up by your ecological advisor and approved by the Local Planning Authority, then these should be implemented. Otherwise, a suitably experienced ecologist should be contacted and the situation assessed before works can proceed. This action is necessary to avoid possible prosecution and ensure compliance with the Wildlife & Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 (as amended), the Protection of Badgers Act 1992 and the Wild Mammals Act 1996. This advice note should be passed on to any persons or contractors carrying out the development/works.
