Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission SR.01.25 Exisitng and Proposed Floor and Elevation Plans Planning Statement Management Statement Reason: To ensure compliance with the approved scheme and policy SWDP 21 of the South Worcestershire Development Plan.
The residential care home use at 7 Sheringham Road, Worcester shall be carried out and operated at all times in strict accordance with the Management Plan dated 27th June 2025 (KAE Care Homes). This shall include, but not be limited to, adherence to the stated staffing arrangements and qualifications, shift handover protocols, property management and maintenance standards, safeguarding measures, and the commitment to maintain the property and its operation in a manner consistent with that of a family dwelling. No variation to the approved Management Plan or its provisions shall take place without the prior grant of planning permission from the Local Planning Authority. Reason: To ensure the use is operated in the manner assessed, to safeguard residential amenity and the character of the area, and to provide a safe and stable living environment for residents, in accordance with the South Worcestershire Development Plan Policy SWDP 21
The premises shall be used solely as a residential care home for a maximum of two children aged between 8 and 17 years, with care provided on a 24-hour basis by staff working on a shift pattern, and for no other purpose within Use Class C2 of the Town and Country Planning (Use Classes) Order 1987 (as amended), or any statutory instrument revoking and re-enacting that Order with or without modification. Reason: In the interests of residential amenity and to ensure that any intensification of use is subject to further consideration by the Local Planning Authority.
At least one member of care staff shall be present on the premises at all times when children are in residence. Reason: To ensure the safe management of the home in the interests of the children, neighbouring amenity, and community safety.
The development hereby approved shall not be occupied until the cycle parking shown on the Proposed Block Plan has been provided in accordance with the submitted details. Thereafter the provision shall be retained for the purpose of cycle parking only at all times. REASON: To comply with County standards and to encourage active travel modes.
The applicant is reminded that this planning permission does not override the requirement to obtain and maintain appropriate registration and compliance with Ofsted and any other relevant regulatory bodies in respect of the operation of the premises as a children’s home.
