| The proposed change of use from a dwellinghouse (Use Class C3) to a children’s home (Use Class C2) would introduce a further children’s residential facility into an area where there is already a significant concentration of children’s homes and supported accommodation. This cumulative concentration would result in an over-intensification of care-related uses within a small residential catchment, leading to an imbalance in the local housing mix, undermining community cohesion, and increasing the potential for anti-social behaviour. The proposal would therefore be contrary to Policies SWDP 14 (Market Housing Mix) and SWDP 21 (Design) of the South Worcestershire Development Plan, and the National Planning Policy Framework (2024), which seek to ensure that development contributes to safe, inclusive, and balanced communities, and does not adversely impact residential amenity or the character of the area. |
