| By virtue of the bulk, scale, massing and overall proportions of the extension as proposed, the development would comprise a dominant and disproportionate addition which would fail to respect the character and appearance of the host dwelling as well as that of the wider street scene and area of the Dines Green Estate. As such, it is considered that the development would be contrary to Paragraphs 135-137 of the NPPF (2024), Policy SWDP 21 of the South Worcestershire Development Plan (2016) and the guidance contained within the South Worcestershire Design SPD (2018). |
| The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. |
