| During the construction works hereby approved operations to or from the site shall only be carried out between the following hours:

08:30 and 12:30 on Saturday
Not at all on Sundays or Bank/Public Holidays.
Reason: To maintain the residential amenity of the surrounding residential development in accordance with policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.

| No development shall take place until an updated tree protection plan (TPP), in accordance with the recommendations of British Standard 5837 Trees in Relation to Design, Demolition and Construction - Recommendations' (2012 and any subsequent edition), has been submitted to and approved in writing by the Local Planning Authority. The development shall be undertaken and maintained in accordance with the approved details.
Reason: To ensure the retention of identified trees in accordance with SWDP21 and SWDP25 of the South Worcestershire Development Plan and aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be brought into use until an area has been laid out within the school site, for the parking of 6 cars in accordance with details to be submitted to and approved in writing by the Local Planning Authority. The parking area shall thereafter be retained for the purpose of vehicle parking only.
Reason: To ensure adequate parking provision and in the interests of highway safety.

| The Construction Traffic Management measures set out in the approved drawing CR01 shall be carried out and complied with in full during the construction of the development hereby approved.

| The development shall be undertaken in accordance with the recommendations summarized in the conclusion of the consultancy report (Preliminary Ecological Appraisal. Prepared by Betts Ecology, dated August 2025). All the recommendations shall be implemented in full, unless otherwise agreed in writing by the local planning authority, and thereafter permanently retained.
Reason: To ensure that biodiversity is protected in accordance with The Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife and Countryside Act 1981 (as amended), Circular 06/2005, paragraphs 187, 192 and 193 of the revised National Planning Policy Framework, Policy SWDP 22 of the South Worcestershire Development Plan 2016 and in order for the Council to comply with Part 3 of the Natural Environment and Rural Communities Act 2006.

| Before the erection of any external walls, details of the provision of bat roosting features (e.g. bat boxes/tubes/bricks on south or south-west facing elevations) and nesting opportunities for swifts (e.g. swift bricks or nest cups on the north or east-facing elevations) integrated or externally attached to the structure, shall be submitted to and approved in writing by the local planning authority. The approved details shall be implemented prior to first use of the development hereby approved, and thereafter permanently retained.
Reason: To provide additional opportunities for roosting bats and nesting birds as biodiversity enhancements in accordance with paragraphs 187, 192 and 193 of the revised National Planning Policy Framework, Policy SWDP 22 of the South Worcestershire Development Plan 2016 and Section 40 of the Natural Environment and Rural Communities Act 2006.

| Prior to the installation of any external lighting for the development hereby approved, a lighting design strategy shall be submitted to and approved in writing by the local planning authority. The details shall show how and where external lighting will be installed (including the type of lighting), so that it can be clearly demonstrated that areas to be lit will not disturb or prevent nocturnal species using their territory. All external lighting shall be installed only in accordance with the specifications and locations set out in these details.
Reason: To protect nocturnal wildlife in accordance with the Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife and Countryside Act 1981 (as amended), Circular 06/2005, paragraphs 187, 192 and 193 of the revised National Planning Policy Framework, Policy SWDP 22 of the South Worcestershire Development Plan 2016 and in order for the Council to comply with Part 3 of the Natural Environment and Rural Communities Act 2006.

| The Biodiversity Gain Plan shall be prepared in accordance with the recommendations in the consultancy report (Biodiversity Net Gain Calculation. Prepared by Betts Ecology, dated 28/08/2025). The development shall not commence until a Habitat Management and Monitoring Plan (the HMMP), prepared in accordance with the approved Biodiversity Gain Plan and including:
(a) a non-technical summary;
(b) the roles and responsibilities of the people or organization (s) delivering the HMMP;
(c) the planned habitat creation and enhancement works to create or improve habitat to achieve the biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
(d) the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of development; and
(e) the monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority,
has been submitted to, and approved in writing by, the local planning authority.
Notice in writing shall be given to the Council when the:
(a) HMMP has been implemented; and
(b) habitat creation and enhancement works as set out in the HMMP have been completed.
No development shall take place until:
(a) the habitat creation and enhancement works set out in the approved HMMP have been completed; and
(b) a completion report, evidencing the completed habitat enhancements, has been submitted to, and approved in writing by the Local Planning Authority.
The created and/or enhanced habitat specified in the approved [HMMP] shall be managed and maintained in accordance with the approved [HMMP].
Monitoring reports shall be submitted to local planning authority in writing in accordance with the methodology and frequency specified in the approved [HMMP].
Reason: To ensure the development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990.

| Prior to the first occupation of the development hereby approved an energy statement that demonstrates that the development as constructed meet the requirements for 10% of proposed energy use is met through renewable technology, shall be submitted to and approved in writing by the Local Planning Authority. The approved measures shall be retained and maintained for the lifetime of the development.
Reason: To ensure that the proposed development is supported by on site renewable and/or low carbon energy in accordance with the requirements of policy SWDP 27 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework.

The Secured by Design initiative give excellent guidance on crime prevention through the environmental design and also on the physical measures. Within Secured by Design guide, details the police preferred specification. The Applicant is also encouraged to apply for the Secured by Design Award. |
| If a protected species (such as any bat, great crested newt, dormouse, badger, reptile, barn owl or any nesting bird) is discovered using a feature on site that would be affected by the development or related works all activity which might affect the species at the locality should cease. If the discovery can be dealt with satisfactorily by the implementation of biodiversity mitigation measures that have already been drawn up by your ecological advisor and approved by the Local Planning Authority then these should be implemented. Otherwise a suitably experienced ecologist should be contacted and the situation assessed before works can proceed. This action is necessary to avoid possible prosecution and ensure compliance with the Wildlife & Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 (as amended), the Protection of Badgers Act 1992 and the Wild Mammals Act 1996. This advice note should be passed on to any persons or contractors carrying out the development/works. |
| The effect of paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition (the “biodiversity gain condition”) that development may not begin unless:
(a) a Biodiversity Gain Plan has been submitted to the planning authority, and
(b) the planning authority has approved the plan.
Subject to Paragraph 14(2) of Schedule 7A TCPA 1990 The biodiversity gain plan must include:
(a) information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat;
(b) the pre-development biodiversity value of the onsite habitat;
(c) the post-development biodiversity value of the onsite habitat.
