Condition Details / Information Notes
The proposed BT street hub unit is located within the Riverside Conservation Area and in close proximity to Grade II listed Worcester Bridge. The proposal by virtue of its size, location, design and material finish would result in less than substantial harm to the character, setting and significance of these designated heritage assets. There is no clear and convincing justification for the proposal and the public benefits that flow from the development are insufficient to outweigh the harm. The proposal is therefore contrary to policies SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and Section 16 of the NPPF.
The proposed BT street hub unit by virtue of its size, position and design, would constitute an incongruous structure which would result in additional visual clutter within the streetscene adversely impacting on the amenity and visual appearance of the area, contrary to policy SWDP21 of the South Worcestershire Development Plan.
The proposed BT street hub unit would result in a reduction in the available width of the footway, which serves as a designated shared pedestrian and cycle route, thereby impeding pedestrian and cyclist movement and compromising safe and suitable access for all users. The proposal would therefore result in an adverse impact on highways safety and is contrary to policies SWDP4 and SWDP21 of the South Worcestershire Development Plan and paragraphs 115 and 116 of the NPPF.
The proposed BT Street Hub unit is to be installed within an Archaeological Sensitive Area and no details of groundworks have been provided. The archaeological impact is unknown as details of any excavations required have not been provided and the proposals therefore do not meet the requirements of paragraph 207 of the NPPF.
