| The proposed change of use from a dwellinghouse (Use Class C3) to a House in Multiple Occupation (Use Class C4) would result in the unjustified loss of a self-contained dwelling in an area where there is an existing over-concentration of HMOs within a 100-metre radius of the application site. No substantive evidence has been submitted to demonstrate a local need for additional HMO accommodation or to justify the loss of an existing C3 residential unit. The proposal would therefore exacerbate an imbalance in the local housing mix, undermine the creation and maintenance of a balanced and sustainable community, and would be contrary to Policy SWDP 14 of the South Worcestershire Development Plan, the Worcester City Council Houses in Multiple Occupation Supplementary Planning Document (2016), and the National Planning Policy Framework. |
