| The proposed annexe, by reason of its size, scale, design and inclusion of independent living facilities, is not considered to be ancillary to the main dwelling and is tantamount to a new dwelling. In the absence of sufficient evidence to demonstrate the necessity of an ancillary relationship to the main dwelling, the proposal is deemed unacceptable and contrary to Policy SWDP21 of the South Worcestershire Development Plan 2016 as well as the South Worcestershire Design Guide SPD. |
| The proposed annexe, by virtue of its disproportionate scale, detached siting, and incongruous design, would represent an an uncharacteristic addition to the site. It would fail to respect the established pattern of development, character and visual amenity of the area, contrary to Policy SWDP 21 (Design) of the South Worcestershire Development Plan and the South Worcestershire Design Guide SPD. |
| The proposed annexe, due to its layout, including positioning of windows, proximity to site boundaries and change in ground level, would have an overbearing and visually intrusive impact on neighbouring properties, leading to a loss of privacy and outlook for neighbouring occupiers, and resulting in dorect overlooking into rear amenity areas of neighbouring properties in conflict with Policy SWDP 21 (Design). |
| The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. |
