| The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

| The development hereby approved shall not be occupied until the parking area for three vehicles shown on the approved Proposed Block Plan has been properly consolidated, surfaced, drained and demarcated. The parking spaces shall thereafter be retained for the purposes of parking at all times. Reason: In the interests of highway safety and to ensure an adequate level of off-street parking in accordance with SWDP 4. |
| Prior to the first occupation of the development, the existing dropped kerb and vehicular crossing shall be extended to facilitate access to the approved parking spaces. Full details of the extended dropped kerb, including relocation of any affected highway signage, shall first be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out in accordance with the approved details and completed prior to occupation. Reason: In the interests of highway safety and to ensure a safe and usable access to the site, in accordance with SWDP 4. |
| The development hereby approved shall not be occupied until the first 5 metres of the access, measured from the back edge of the adjoining carriageway, has been surfaced in a bound material. The bound material shall thereafter be retained. Reason: To reduce the likelihood of loose material being carried onto the public highway, in accordance with SWDP 4. |
| The development hereby approved shall not be occupied until the cycle parking facilities shown on the approved Proposed Block Plan have been fully provided. Details of the surfacing and layout of the access path to the cycle store shall first be submitted to and approved in writing by the Local Planning Authority. The cycle parking shall thereafter be retained for the purposes of cycle parking only at all times. Reason: To ensure adequate cycle parking provision in accordance with SWDP 4 and the Council’s parking standards. |
| Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (as amended) or any statutory instrument revoking or re-enacting that Order, the property shall be used only as a residential care home providing accommodation and care for up to three children aged 8–17, in accordance with the submitted Planning and Management Statements. No other use within Class C2 shall take place without the prior written approval of the Local Planning Authority. Reason: To ensure the use of the property remains compatible with the surrounding residential area and to safeguard residential amenity, in accordance with SWDP 21. |
| This permission does not authorise the applicant to carry out works within the publicly maintained highway. Any works affecting the highway, including the construction or alteration of a vehicular crossing, must be carried out by Worcestershire County Council’s approved contractor (Ringway Infrastructure Services). The applicant is solely responsible for all associated costs. |
