| The development shall be carried out in full accordance with the refuse storage and collection details shown on the approved Proposed Site Plans, Sections and Elevations (Drawing No. 2209 3100). The approved refuse storage facilities for each dwelling shall be provided in full prior to the first occupation of that dwelling and shall thereafter be retained and maintained for that purpose.
Reason: To ensure the satisfactory provision of this necessary residential facility in accordance with Policy SWDP 33 of the South Worcestershire Development Plan 2016.

| Provision shall be made before any dwelling is occupied for the provision of a shared system for satellite television using one satellite dish only on the new build which shall be submitted to and approved in writing by the local planning authority. The approved scheme, which shall include the siting, size and colour of the satellite dish.
Reason: To ensure the satisfactory provision of this necessary residential facility in accordance with policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan 2016.

| Notwithstanding any details shown on the submitted plans, prior to their first use on site suitably amended details of the following matters shall be submitted to and approved by the Local Planning Authority in writing

| Prior to their first use on site, samples of facing and roofing materials shall be submitted to and approved in writing by the local planning authority in writing. The development shall not be carried out otherwise than in accordance with such approved details.
Reason: To ensure a satisfactory standard of design and appearance for the development and the setting of the adjacent Grade II listed building in accordance with policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan 2016.

| No additional groundworks shall take place until a scheme of landscaping has been submitted to and approved in writing by the local planning authority, which shall include details of all existing trees and shrubs, new tree and shrub planting, seeding, surface treatments, screen walls, boundary fences and boundary treatments.
Reason: To maintain the visual and environmental quality of the site and surrounding area in accordance with policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan 2016.

| All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out by the developer in the first respective planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner, and any trees or plants which within a period of five years from the completion of the landscape planting die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the local planning authority gives written consent to any variation, and such new planting shall be similarly maintained for a five year period from its planting.
Reason: To maintain the visual and environmental quality of the site and surrounding area in accordance with Policy SWDP 25 of the South Worcestershire Development Plan 2016

| All roadways, footpaths, driveways and other hard surfaced areas of the development hereby approved shall be constructed and surfaced using construction techniques and materials that allow the permeable drainage of surface waters from those areas. The development shall be retained as such at all times thereafter, unless otherwise agreed in writing by the local planning authority.
Reason: To reduce flood risk through the implementation of a surface water management system in accordance with Policy SWDP 28 of the South Worcestershire Development Plan 2016.

| During the construction works hereby approved no operations shall be carried out on the site other than between the hours of 08.00 to 18.00 Mondays to Fridays inclusive and 09.00 to 13.00 on Saturdays and no operations shall be carried out at all on Sundays or on statutory Bank Holidays.
Reason: To maintain the residential amenity of the surrounding residential development in accordance with policy SWDP 21 of the South Worcestershire Development Plan 2016.

| No deliveries shall be taken to or despatched from the site outside the hours of 09.30 to 14.30 on Mondays to Fridays inclusive on days when St Georges Catholic Primary School is open for children's attendance and 08.00 to 18.00 on all other weekdays and 09.00 to 13.00 on Saturdays. No deliveries shall be made on Sundays or statutory Bank Holidays.
Reason: To safeguard the amenity of, and avoid conflict with, users of the identified school(s) in close proximity to the site in accordance with policy SWDP 21 of the South Worcestershire Development Plan 2016.

| Unless otherwise agreed by the Local Planning Authority, other than that required to be carried out as part of an approved scheme of remediation, no additional groundworks shall take place until conditions 1 to 5 have been complied with:
1) A preliminary risk assessment (a Phase I desk study) submitted to the Local Authority in support of the application has identified unacceptable risk(s) exist on the site as represented in the Conceptual Site Model. A scheme for detailed site investigation must be submitted to and approved in writing by the Local Planning Authority prior to being undertaken to address those unacceptable risks identified. The scheme must be designed to assess the nature and extent of any contamination and must be led by the findings of the preliminary risk assessment. The investigation and risk assessment scheme must be compiled by competent persons and must be designed in accordance with the Environment Agency’s “Land Contamination: Risk Management” guidance.
2) The detailed site investigation and risk assessment must be undertaken in accordance with the approved Scheme and a written report of the findings produced. This report must be approved by the Local Planning Authority prior to any development taking place.
3) Where the site investigation identified remediation is required, a detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to identified receptors must be prepared and is subject to the approval of the Local Planning Authority in advance of undertaking. The remediation scheme must ensure that the site will not qualify as Contaminated Land under Part 2A Environmental Protection Act 1990 in relation to the intended use of the land after remediation.
4) The approved remediation scheme must be carried out in accordance with its terms prior to any other additional groundworks taking place, other than that required to carry out remediation, unless otherwise agreed in writing by the Local Planning Authority.
5) Following the completion of the measures identified in the approved remediation scheme a validation report that demonstrates the effectiveness of the remediation carried out must be produced, and is subject to the approval of the Local Planning Authority prior to the occupation of any buildings.
6) In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken and where necessary a remediation scheme must be prepared, these will be subject to the approval of the Local Planning Authority. Following the completion of any measures identified in the approved remediation scheme a validation report must be prepared, which is subject to the approval in writing of the Local Planning Authority prior to the occupation of any buildings.
Reason: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.

| (A) No additional groundworks shall take place shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and:
1) The programme and methodology of site investigation and recording.
2) The programme for post investigation assessment.
3) Provision to be made for analysis of the site investigation and recording.
4) Provision to be made for publication and dissemination of the analysis and records of the site investigation.
5) Provision to be made for archive deposition of the analysis and records of the site investigation.
6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation.
(B) No additional groundworks shall take place until the site investigation has been completed in accordance with Part A of the condition. The development shall not be occupied until the post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under Part A and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of the National Planning Policy Framework and SWDP 6 & 24 of the South Worcestershire Development Plan 2016.

| The Development hereby approved shall not be brought into use until the access, turning and parking facilities shown on the submitted Site Plan Drawing No. 2209 3100 that have been provided with the residential spaces marked and allocated on the ground.
These areas shall thereafter be retained and kept available for their respective
approved uses at all times.
Reason: In the interests of highway safety in accordance with policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The Development hereby approved shall not be occupied until the existing entry points on Thorneloe Walk as shown on Site Plan Drawing No. 2209 3100 have been permanently closed up.
Reason: In the interests of highway safety in accordance with policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The Development hereby permitted shall not be occupied until sheltered, secure and accessible cycle parking has been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter the provision shall be retained for the purposes of cycle parking only at all times.
Reason: To encourage sustainable travel in accordance with policy SWDP 4 of the South Worcestershire Development Plan 2016.

| The Development hereby permitted shall not be first occupied until a car park management plan has been submitted with details to be submitted to and approved in writing by the Local Planning Authority.
Reason: To encourage sustainable travel and healthy communities in accordance with policy SWDP 4 of the South Worcestershire Development Plan 2016.

| No additional groundworks shall take place until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:-
• Measures to ensure that vehicles leaving the site do not deposit mud or other
detritus on the public highway;
• Details of site operative parking areas, material storage areas and the location
of site operatives’ facilities as required;
• The hours that delivery vehicles will be permitted to arrive and depart, and
arrangements for unloading and manoeuvring;
• Traffic management measures for construction vehicles on Thorneloe Walk to
include temporary signage by agreement with Highways and the use of a
banksman to oversee all vehicular manoeuvres, avoiding peak pedestrian
times such as the beginning and end of the school day;
• Measures to demonstrate that those immediately affected by the construction
works will be kept informed and due consideration and courtesy will be shown
to the local community.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway and public safety in accordance with policy SWDP 4 of the South Worcestershire Development Plan 2016.

| This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email: worcestershirevehicle.crossing@ringway.co.uk. Applications can also be made online via the Worcestershire County Council website. The applicant is solely responsible for all costs associated with construction of the access. |

| For the use or reuse of sewer connections, either direct or indirect, to the public sewerage system the Applicant will be required to make a formal application to STWL under Section 106 of the Water Industry Act 1991. | A fee is chargeable for the provision of archaeological curatorial services. The service includes advice and liaison throughout the archaeological works, including the provision of a brief (if requested), checking the Written Scheme of Investigation for compliance with local and national standards, monitoring fieldwork and ensuring any archaeological reports generated by the project are acceptable. The Archaeology and Planning Advisor will be happy to offer advice on all stages of the proceedings. Additional site visits will be chargeable at £60 per visit if required if it is considered that breaches of condition have taken place or when other situations arise that require a visit additional to the usual service.
As this scheme is considered to be a small-scale development of less than 1-ha the fee for curatorial services will be £224.00 (Inc VAT).
