Condition Details / Information Notes
The works to which this Listed Building Consent relates must be commenced before the expiration of three years beginning with the date of this consent. Reason: To conform with the requirements of Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission Location Plan (Planning Portal Reference: PP-14454184v1 - 8.12.2025) 4341-23-200E Proposed Ground and First Floor Plan 4341-23-201D Proposed Second and Third Floor Plan 4341-23-202A Proposed Roof Plan and Side Elevation 4341-23-210C Proposed Elevations and Sections Turley Planning, Heritage, Design and Access Statement (Rev G) One Ten Archaeology Heritage Statement & Historic Building Recording (Level 2) Sharpe Ecology Preliminary Roost Assessment Reason: To ensure compliance with the approved scheme.
Prior to their first use on site details and samples of the materials to be used in the proposed works hereby permitted shall be submitted to and approved in writing by the local planning authority. The details to be submitted shall include: a) details of the type, colour, texture, finish of the proposed render. b) details of the type, colour, texture, size and design of roofing materials. c) sample of the proposed render. d) sample of the proposed roofing materials. e) external joinery details along with details of the proposed external window openings. f) details of the type, colour, texture, finish of any rainwater goods. g) details of the type, colour, texture of the proposed mortar. The development shall be carried out using the materials as approved, unless otherwise first submitted to and agreed in writing with the Local Planning Authority. Reason - To ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with Policy SWDPR 09, SWDPR 33 and SWDPR 28 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework.
During the course of the implementation of the proposed works, should any additional repair works to the external fabric of the building become necessary (including, but not limited to, localised brick replacement, repointing, or repairs associated with the removal and re-installation of historic windows), details of the proposed repairs shall be submitted to and approved in writing by the Local Planning Authority prior to the works being carried out. The repairs shall thereafter be implemented in accordance with the approved details. Reason – To minimise visual and physical impact on the historic fabric in accordance with SWDPR 09, SWDPR 28 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework.
Part A: Pre-Commencement Recording No removal of or works to the existing decorative plasterwork shall commence until a comprehensive record of the existing features has been submitted to and approved in writing by the Local Planning Authority. This shall include detailed measured drawings, a photographic record, and a scaled plan indicating the exact location of the plasterwork to be removed. Part B: Schedule of Works and Method Statement Prior to the commencement of any removal works, a detailed Method Statement and Schedule of Proposed Works—including specifications and samples of the materials to be used for repair and replacement—shall be submitted to and approved in writing by the Local Planning Authority. Works shall strictly match the original historic fabric in terms of profile, texture, composition (e.g., traditional lime putty and hair plaster), and application technique. Part C: Conservation Supervision All removal and replacement of decorative plasterwork shall be carried out entirely by specialist craftspeople experienced in historic building conservation. No historic material shall be needlessly discarded; where salvageable, original decorative elements must be carefully catalogued and re-fixed. Reason: To ensure that repairs to decorative plasterwork preserve the special architectural and historic interest of the building, and that the proposals conserve and enhance the significance of the heritage asset, in accordance with SWDPR 09, SWDPR 28, SWDPR 33 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework.
Prior to the installation of any secondary glazing, full details of the proposed repair of the existing historic fabric and the detailed design, materials, fixing methods, manufacturers details and sections of the secondary glazing shall be submitted to and approved in writing by the Local Planning Authority. The works shall thereafter be carried out strictly in accordance with the approved details unless otherwise first submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that repairs and secondary glazing preserve the special architectural and historic interest of the building, and that the proposals conserve and enhance the significance of the heritage asset, in accordance with SWDPR 09, SWDPR 28, SWDPR 33 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework.
Prior to the installation of the rooflight and any associated preparatory work to the roof full details, including manufacturer specifications, dimensions, finish, glazing bar arrangement, method of opening, recess depth and a sectional drawing showing their relationship within the roof slope, shall be submitted to and approved in writing by the Local Planning Authority. The rooflight shall thereafter be installed and retained in accordance with the approved details. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and represent high quality design in accordance with Policies SWDPR 09 and SWDPR 33 of the South Worcestershire Development Plan Review.
If during the course of the works hereby approved any features of potential historical or archaeological significance are uncovered, the Local Planning Authority shall be notified immediately and no works affecting such features shall take place until they have been inspected by persons authorised by the Local Planning Authority and a scheme for their retention and/or treatment agreed in writing. The retention and/or works shall thereafter be carried out in accordance with the approved details Reason: To allow the historical and archaeological potential of the site/building to be recorded in accordance with Policies SWDPR 09 and SWDPR 33 of the South Worcestershire Development Plan Review and the aims and objectives of the National Planning Policy Framework.
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out within the National Planning Policy Framework.
