Condition Details / Information Notes
The development hereby permitted shall be begun before 01 October 2028 (the time limit stipulated by Condition 1 of planning permission: 25/00513/FUL, granted on 1 October 2025). Reason: To conform with the requirements of section 73(5) and Section 91 of the Town and Country Planning Act 1990, as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
The development hereby permitted shall be carried out and completed in accordance with the following approved plans and associated documents and the specifications and recommendations contained therein, except where otherwise stipulated by conditions attached to this permission: - Proposed site plan, received 29th September 2025 - Existing and proposed roof plan, received 26th August 2025 - Proposed elevations, received 26th August 2025 - Proposed floor plans, received 26th August 2025 Reason: To define the permission.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no development within Schedule 2, Part 7 shall be carried out on the site without the prior written approval of the Local Planning Authority. Reason: In the interests of preventing overdevelopment and ensuring that sufficient on-site parking remains available in accordance with Policy SWDP21.
Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (as amended), any change to an alternative use within Class F1(a) (provision of education) shall require the prior written approval of the Local Planning Authority where it would result in a material increase in trip generation or parking demand beyond that specified in the agent’s letter (reference SBJ/Worc 001:1, dated 02.01.2026). Reason: In the interests of highway safety and to prevent indiscriminate parking/drop off, so as to accord with policies SWDP4 and 21 of the South Worcestershire Development Plan and the requirements of the National Planning Policy Framework (2024).
Notwithstanding the submitted details, there shall be no more than 35 children and 35 staff on the site at any given time, unless otherwise approved in writing by the Local Planning Authority. Reason: In the interests of safeguarding amenity and ensuring highway safety in accordance with Policy SWDP21.
The development hereby approved shall not be brought into use until the access, car parking and minibus parking / drop off, shown on the Proposed Site Plan, received 29th September 2025, have been provided in accordance with those details. The provision shall be retained for the purpose of parking only at all times, for the lifetime of the development, unless otherwise approved in writing by the Local Planning Authority. Reason: To ensure adequate provision and in the interests of highway safety in accordance with Policy SWDP21.
The development hereby approved shall not be brought into use until the cycle parking shown on the Proposed Site Plan, received 29th September 2025, has been provided with details to be submitted to and approved in writing by the Local Planning Authority. The cycle parking shall thereafter be retained for the lifetime of the development, unless otherwise approved in writing by the Local Planning Authority. Reason: To comply with County standards and to promote active travel choices in accordance with Policy SWDP21.
Prior to the occupation of the development, full details of the outdoor play space, including ground surfacing, play equipment and soft landscaping shall be provided to, and approved in writing by, the Local Planning Authority. The Play space shall be provided prior to the first occupation of the development. Reason: In the interests of ensuring high quality design, and to provide biodiversity enhancement and shade in accordance with Policies SDWP21 and 22.
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including planning policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out within the National Planning Policy Framework.
