Condition Details / Information Notes
The development, by virtue of its design and form, would result in an incongruous and awkward addition that appears visually dominant and discordant. It would fail to respect the character and appearance of the host dwelling or respond positively to its context, and would not achieve a high-quality design. The proposal is therefore contrary to Policy SWDPR 28 of the South Worcestershire Development Plan Review 2026, the South Worcestershire Design Guide SPD, and the National Planning Policy Framework.
The proposal would increase the number of bedrooms from three to four, yet existing on-street provision amounts to only two spaces, which does not meet the requirements of the Worcestershire Streetscape Design Guide. Insufficient information has been submitted to demonstrate that adequate parking provision exists to meet the needs of the development. The site is constrained, and the proposed layout does not provide sufficient space to accommodate the level of parking required. The Local Planning Authority is therefore not satisfied that adequate off-street parking would be achieved or that the development would function effectively. The proposal is contrary to Policy SWDPR 28 of the South Worcestershire Development Plan Review 2026, the Worcestershire Streetscape Design Guide, the South Worcestershire Design Guide SPD, and the National Planning Policy Framework’s guidance on promoting sustainable transport.
The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal.
