| No above ground works shall commence until materials to be used in the construction of the external surfaces of the dwelling have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:
- type, colour, texture, size, coursing, finish, jointing and pointing of brickwork (sample panel photo);
- type, colour, texture, size and design of roofing materials (sample photo);
- details of all windows, doors and balconies;
- details of the PV panels.
Reason: To ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with policy SWDPR 28 of the South Worcestershire Development Plan Review (2026). |
| Unless otherwise agreed by the Local Planning Authority development, other than that required to be carried out as part of an approved scheme of remediation, must not commence until parts A to E have been complied with:
A. A preliminary risk assessment must be carried out. This study shall take the form of a Phase I desk study and site walkover and shall include the identification of previous site uses, potential contaminants that might reasonably be expected given those uses and any other relevant information. The preliminary risk assessment report shall contain a diagrammatical representation (conceptual model) based on the information above and shall include all potential contaminants, sources and receptors to determine whether a site investigation is required and this should be detailed in a report supplied to the Local Planning Authority. The risk assessment must be approved in writing before any development takes place.
B. Where an unacceptable risk is identified a scheme for detailed site investigation must be submitted to and approved in writing by the Local Planning Authority prior to being undertaken. The scheme must be designed to assess the nature and extent of any contamination and must be led by the findings of the preliminary risk assessment. The investigation and risk assessment scheme must be compiled by competent persons and must be designed in accordance with the Environment Agency's "Land Contamination: Risk Management" guidance.
C. Detailed site investigation and risk assessment must be undertaken and a written report of the findings produced. This report must be approved by the Local Planning Authority prior to any development taking place. The investigation and risk assessment must be undertaken by competent persons and must be conducted in accordance with the Environment Agency's "Land Contamination: Risk Management" guidance.
D. Where identified as necessary a detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to identified receptors must be prepared and is subject to the approval of the Local Planning Authority in advance of
undertaking. The remediation scheme must ensure that the site will not qualify as Contaminated Land under Part 2A Environmental Protection Act 1990 in relation to the intended use of the land after remediation.
E. The approved remediation scheme must be carried out in accordance with its termsprior to the commencement of development, other than that required to carry out remediation, unless otherwise agreed in writing by the Local Planning Authority.
Following the completion of the measures identified in the approved remediationscheme a va lidation report that demonstrates the effectiveness of the remediation carried outmust be produced, and is subject to the approval of the Local Planning Authority prior to the
occupation of any buildings.
In the event that contamination is found at any time when carrying out the approveddevelo pment that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken and where
necessary a remediation scheme must be prepared, these will be subject to the approval of theLocal Planning Authority. Following the completion of any measures identified in the approved remediation scheme a validation report must be prepared, which is subject to the approval in writing of the Local Planning Authority prior to the occupation of any buildings.
Reason: To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors. |
| The development hereby permitted shall not be occupied/first used until full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDPR 38 and SWDPR 39 of the South Worcestershire Development Plan Review (2026). |
| The development hereby approved shall not be occupied until details of the implementation, maintenance and management of the sustainable drainage/surface water drainage scheme as shown on the approved plans/documents have been submitted to and approved in writing by the local planning authority.
Details shall include:
- a implementation timetable; and
- a management and maintenance plan for the lifetime of the development which shall include the arrangements for adoption by any public body or statutory undertaker, or any other arrangements to secure the operation of the drainage scheme throughout its lifetime.
The drainage scheme shall be implemented and thereafter managed and maintained in accordance with the approved details.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDPR 38 and SWDPR 39 of the South Worcestershire Development Plan Review (2026). |
| The development hereby approved shall be carried out in full accordance with the approved Arboricultural Impact Assessment (AIA) [Tree Frontiers Ltd, ref. 1167862- 785-RPT-AIA, dated 1 May 2026] and the mitigation and protection measures set out within it, including (but not limited to):
- Demolition methodology in proximity to retained trees and hedgerows.
- Supervised excavation and installation of retaining structures within Root Protection Areas.
- Methods for removal and replacement of hard surfaces within Root Protection Areas.
- Restrictions on storage, handling of materials and the use of machinery in and adjacent to Root Protection Areas.
No variation from the approved AIA mitigation and protection measures shall take place unless details of any proposed variation have first been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the details as so approved.
Reason: To ensure that the development is carried out in a manner which safeguards existing trees and hedgerows to be retained, in accordance with policies SWDPR 28 and SWDPR 34 of the South Worcestershire Development Plan Review 2026 and the aims and objectives of the National Planning Policy Framework. |
| The protection of any existing tree to be retained, in accordance with the approved plans and particulars (including the approved Tree Protection Plan, ref. [Drawing ref. 1167862-785-DRW-TPP Rev 03]), shall be achieved as follows:
a) No equipment, machinery or materials shall be brought onto the site for the purposes of the development until fencing has been erected in accordance with the approved plans and particulars referred to above, which shall have been previously submitted to and approved in writing by the Local Planning Authority.
b) If that fencing is broken or removed during the course of carrying out the development it shall be immediately repaired or replaced in accordance with the approved details, or alternative details that have first been submitted to and approved in writing by the Local Planning Authority before any further development takes place.
c) The fencing shall be maintained in the approved position until all equipment, machinery and surplus materials have been moved from the site.
d) Within any area fenced in accordance with this condition nothing shall be stored, placed or disposed of above or below the ground, the ground level shall not be altered, no excavations shall be made, no mixing or use of potentially contaminating materials or substances shall take place, nor shall any fires be lit without the prior written consent of the Local Planning Authority.
e) No equipment, machinery or structure shall be attached to, or supported by, a retained tree.
f) These measures shall apply for the duration of the construction phase and until all equipment, machinery and surplus materials have been removed from the site.
Reason: To ensure that those trees and shrubs to be retained are not subject to damage either because of works carried out on site or during the carrying out of such works, in accordance with policies SWDPR 28 and SWDPR 34 of the South Worcestershire Development Plan Review 2026 and the aims and objectives of the National Planning Policy Framework. |
| No development shall take place until a pre-commencement site meeting to discuss the approved details of working procedures and tree protection has been held and attended by the persons listed in this condition, and until written confirmation has been provided by the Local Authority Arboricultural Officer that all tree protection measures have been installed in accordance with the approved Tree Protection Plan.

- The Local Authority Tree & Landscape Officer
Reason: To safeguard existing trees to be retained, in accordance with policies SWDPR28 and SWDPR34 of the South Worcestershire Development Plan Review 2026 and the aims and objectives of the National Planning Policy Framework. |
| The development hereby approved shall not be occupied until the access, parking and turning shown on the Proposed Highways Plan, drawing no. 12A have been provided and surfaced. Thereafter the provision shall be retained for the specified purposes at all times.
Reason: To ensure adequate provision and in the interest of highway safety. |
| The development hereby approved shall not be occupied until sheltered, secure and accessible cycle parking has been provided within the garage to the main house, in accordance with the Council's cycle parking standards. Thereafter the provision shall be retained for the purposes of cycle parking only at all times, within the identified area of the garage.
Reason: To comply with the Council’s parking standards.

| The development hereby approved shall not be occupied until refuse storage facilities been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority. The refuse storage facilities shall be retained at all times.
Reason: To comply with Policy SWDPR 28 of the South Worcestershire Development Plan (2026).

| The development shall be carried out in accordance with the approved Energy Strategy, which details that the 20% on site target for renewable energy will be met, in accordance with policy SWDPR 37 of the South Worcestershire Development Plan Review (2026).
Reason: To ensure that renewable and low carbon energy is provided on site, in accordance with policy SWDPR 37 of the South Worcestershire Development Plan Review (2026). |
| Prior to the occupation of the development hereby permitted, a scheme of landscaping shall be submitted to and approved in writing by the Local planning Authority.
The landscaping scheme shall include:
a) A schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants, trees and hedges.
b) A written specification outlining cultivation and other operations associated with plant and hedge establishment.
c) A schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation of the development, whichever is the sooner, and thereafter retained and /or replaced.
Reason: To ensure the proposed development would provide high quality landscaping, integrate into its surroundings and provide an appropriate external amenity area for future occupants of the approved development, in accordance with policies SWDPR 28 and SWDPR 34 of South Worcestershire Development Plan Review (2026) and the requirements of the of National Planning Policy Framework.

| The recommendations of the Ecological Impact Assessment and Method Statement for GCN shall be implemented in full, prior to the commencement of the development, or in accordance with the advised triggers in relevant documents. This shall include the following:
- Securing and implementation of a bat licence for destruction of bat roosts present within Building 1;
- Sensitive demolition of Building 2;
- Reasonable Avoidance Measures (RAMs) Method Statement for great crested newts;
- Sensitive lighting scheme;
- Safeguarding nesting birds;
- Safeguarding of retained trees and hedgerows;
- Safeguarding measures for wildlife during demolition and construction; and
- Biodiversity enhancements to include native planting.
The provision of bat roosts, robin nesting box and hedgehog house as shown on the approved drawings, Qda 192.11F and 12 B shall be implemented in full prior to first occupation and shall thereafter be reatined for the lifetime of the development.
Reason: To provide biodiversity mitigation and enhancement, in accordance with policy SWDPR 29 and SWDPR 30 of the South Worcestershire Development Plan Review (2026). |
| The annex shown on the drawings hereby approved shall be ancillary to the main house for the duration of the development and shall not be used as a separate residential unit. Permitted Development Rights do not apply to the ancillary annex or main house hereby permitted, and planning permission would be required for any proposed design amendments to the proposed dwelling.
Reason: To ensure an appropriate form of development having regard to character, design, highways and impact on neighbouring amenity, in accordance with policies SWDPR 06, 28 and SWDPR 35 of the South Worcestershire Development Plan Review (2026).

| No demolition, construction or engineering works shall take place on any Sunday, Bank Holiday or Public Holiday, and such works shall only take place between the hours of 08.00 to 18.00 weekdays and 08.00 to 14.00 Saturdays. No plant, machinery or equipment associated with such works shall be started up or operational on the development site outside of these permitted hours.
Reason: To mitigate the impact of construction to neighbouring residents in accordance with Policy SWDPR 28 of the South Worcestershire Development Plan Review (2026) and the aims and objectives of the National Planning Policy Framework.
