| The proposed BT Street Hub, by reason of its siting, scale, contemporary gloss finish, illuminated advertisement panels and changing digital display, would appear as an intrusive and visually assertive item of street furniture within a sensitive historic streetscape. It would be positioned immediately adjacent to the Grade II listed building at 61 Foregate Street, including its boundary wall, doorway, door surround and rear elevation, which together contribute positively to the significance of the listed building and to the character and appearance of the conservation area. The proposal would compete with and distract from those historic features, interrupt an identified important view and townscape corridor within the Foregate Street and The Tything Conservation Area, add commercial clutter the establish historic environment and would fail to preserve the setting of the listed building or the character and appearance of the conservation area. The less than substantial harm identified would attract great weight and would not be outweighed by the public benefits of the proposal. The development is therefore contrary to the National Planning Policy Framework, Planning Policy Guidance and policies SWDPR 09, SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (2026). |
