| The proposed illuminated advertisement panel, by reason of its siting, scale, illumination, changing digital display and relationship with nearby listed fabric and the conservation area street scene, would cause unacceptable harm to visual amenity. The advertisements would be experienced in close proximity to the Grade II listed building at 61 Foregate Street, including its boundary wall, doorway, door surround and rear elevation, and within important views through the Foregate Street and The Tything Conservation Area. The advertisements would draw attention away from the historic environment, introduce harmful visual clutter and fail to respond appropriately to the character of the surrounding townscape. The advertisement proposal is therefore contrary to the interests of amenity as set out in the National Planning Policy Framework, Planning Policy Guidance and policies SWDPR 09, SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (2026), insofar as those policies are material to amenity. |
