Condition Details / Information Notes
The proposed two-storey side extension, by reason of its scale, massing, width, siting and limited 500mm separation from the side boundary, would fail to respect the established pattern, building line and spacing of development in the immediate area. It would erode the open gap to the east of the dwelling and appear overly prominent and visually intrusive at this corner site and entrance to Mendip Close, failing to integrate with or enhance the surrounding development. The development would therefore fail to respond appropriately to the character and appearance of the site and surroundings and would not be a suitably subordinate addition to the host dwelling. Any limited public benefits would be substantially outweighed by the adverse, permanent harm arising from its siting and scale. The proposal is therefore contrary to NPPF Policies S3, S4, DP3(1) and DP3(3), Policy SWDPR 28 of the South Worcestershire Development Plan Review, and the Council’s Extensions and Alterations to Dwellings SPD.
The Local Planning Authority has acted positively and proactively in determining this application by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal.
