| The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

| The Development hereby approved shall not be occupied until the access and parking facilities for 3 vehicles shown on the Proposed Block Plan have been provided, with details to be submitted to and approved in writing by the Local Planning Authority. These areas shall thereafter be retained and kept available for their respective approved uses at all times. REASON: In the interests of highway safety |

| The Development hereby permitted shall not be occupied until sheltered, secure and accessible cycle parking has been provided, with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter the provision shall be retained for the purposes of cycle parking only at all times. REASON: To comply with the Council’s parking standards. |
| The children's residential home shall accommodate no more than one child at any one time. Reason: To ensure the development remains of a scale appropriate to the site and to safeguard the amenities of neighbouring occupiers in accordance with Policies SWDPR 28 and SWDPR 35. |
| The premises shall be used only as a children's residential care home within Use Class C2 of the Town and Country Planning (Use Classes) Order 1987 (as amended) and for no other purpose within Use Class C2 (or any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification). Reason: The Local Planning Authority has assessed the proposal on the basis of its use as a small children's residential care home. Other forms of residential institution within Use Class C2 may give rise to materially different planning considerations in terms of residential amenity, parking demand and highway impacts. The condition is therefore necessary in the interests of protecting residential amenity and highway safety and to accord with Policies SWDPR 6, SWDPR 28 and SWDPR 35 of the South Worcestershire Development Plan Review. |
| The development shall be operated in accordance with the approved Operational Management Plan unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure the development operates in the manner assessed by the Local Planning Authority and to safeguard residential amenity and highway safety in accordance with Policies SWDPR 6, SWDPR 28 and SWDPR 35. |
